ABOUT THE ROTARY CENTRE FOR THE ARTS

The Rotary Centre for the Arts is a key cultural facility in Kelowna. Situated on the unceded territories of the Syilx/Okanagan People, it is a non-profit operated by the Kelowna Visual and Performing Arts Centre Society (KVPACS). We are committed to bringing the arts community together and contributing to the cultural vitality and diversity of Kelowna through artistic, educational, and community programming. We are seeking an experienced Building Services Manager to support outreach activities for our performances, camps, art workshops, community partnership activities, and educational programs. This position reports to the Executive Director.

KEY RESPONSIBILITIES

Facility Operations & Maintenance

  • Oversee day-to-day building operations, ensuring the facility is safe, functional, and well-maintained.
  • Key contact with the City of Kelowna for overall building management, improvements, updates, and regular service inspections for a municipally owned building
  • Develop, implement, and manage preventative maintenance schedules for building systems, equipment, and infrastructure.
  • Conduct regular building inspections and proactively address maintenance and safety issues.
  • Coordinate and supervise custodial services, building attendants, and part-time operations staff, leading a team of four
  • Respond to after-hours or emergency building issues as required.

Contractor & Asset Management

  • Source, schedule, and oversee external contractors and service providers (HVAC, electrical, plumbing, fire systems, cleaning, etc.).
  • Ensure contractor work is completed safely, on time, and within approved budgets.
  • Maintain accurate records of service contracts, warranties, inspections, and maintenance logs.
  • Support capital improvement and lifecycle planning by identifying repair, replacement, and upgrade needs.

Health, Safety & Compliance

  • Ensure compliance with WorkSafeBC, fire safety regulations, and applicable building codes.
  • Maintain safety documentation, incident reports, and emergency procedures.
  • Lead health and safety practices for the facility, including training and oversight of staff and contractors.
  • Act as the primary point of contact for inspections by authorities having jurisdiction.

Event & Program Support

  • Collaborate with programming, rentals, and technical teams to support performances, exhibitions, and events.
  • Ensure spaces are appropriately prepared and maintained for a wide range of uses.
  • Balance operational requirements with the artistic and community mission of the organization.

Administration & Budget Support

  • Manage the building operations budget in collaboration with the Executive Director.
  • Track operational expenses, identify efficiencies, and support cost-effective decision-making.
  • Prepare reports related to building conditions, maintenance priorities, and operational risks.

REQUIRED QUALIFICATIONS

  • Post-secondary education in Facilities Management, Building Systems, Engineering Technology, Property Management, or a related field.
  • A minimum of 3–5 years of experience managing facilities in a commercial, institutional, or public-facing environment.
  • Demonstrated knowledge of building systems, preventative maintenance, and contractor oversight.
  • Working knowledge of occupational health and safety requirements and building compliance standards.
  • Strong organizational, problem-solving, and time-management skills.
  • Ability to work independently while collaborating effectively with a small, multi-disciplinary team.
  • Excellent communication skills and a professional, service-oriented approach.

PREFERRED QUALIFICATIONS 3–5 years managing a facility (commercial, institutional, or cultural preferred)

Post-secondary education in one or more of:

  • Facilities Management
  • Building Systems / Trades certification
  • Engineering Technology
  • Property or Asset Management
  • BOMA courses, FM designation (or in progress)
  • OH&S / WHMIS / First Aid
  • Experience with public venues or live-event buildings
  • Experience working in a cultural, performing arts, or event-based facility.
  • Training or certification in health & safety (e.g., First Aid, WHMIS, OH&S).
  • Experience supporting capital projects or facility upgrades.
  • Familiarity with municipal or non-profit operating environments.

HOURS OF WORK

  • Full-time position, Monday to Friday 9 am to 5 pm
  • Due to the nature of the position, it may be necessary to work a variety of shifts, including days, nights, and weekends from time to time.
  • Compensation based on a 40-hour week
  • Schedule includes flexibility to accommodate evening or weekend events and emergency response as required.

COMPENSATION & BENEFITS

  • Salary range: $65,000 – $74,000 annually, commensurate with education and experience.
  • Comprehensive benefits package following a 90-day probationary period.
  • Paid vacation and statutory holidays in accordance with organizational policy and employment standards.
