Reporting to the Director of Employee Wellbeing, the Manager, Health & Wellness is responsible for the leadership and oversight to the Health and Wellness team who support a workforce of approximately 4000 employees across 13 different business units.

The Manager of Health & Wellness supports a dedicated team of health and wellness professionals through strong leadership, coaching and strategic decision making while working within the broader Human Resources Business Unit to support corporate-wide work connectedness strategies, monitor health & wellness data at HRM and provide subject matter expertise and recommendations.

They work closely with the corporate safety team to identify injury prevention opportunities based on existing injury/illness trends, are a main point of contact with the Workers' Compensation Board-Nova Scotia service delivery teams, oversee the corporate EFAP program and ensure appropriate levels of service expectations are maintained with third party service providers. The Manager, Health & Wellness collaborates with all business units to ensure that business unit needs and solutions related to employee health and wellness are identified and addressed.

DUTIES AND RESPONSIBILITIES:

  • Develops the HRM Corporate Health & Wellness Program, inclusive of the design of administrative processes, identification of quality standards and specifications, setting achievable performance targets, measures and metrics.
  • Lead the design, delivery and continuous improvement of HRM's health and wellness initiatives, practices and guidelines across various programs, including short term absence, Workers' Compensation and Long-Term Disability.
  • Leads strategic activities designed to impact health and wellness outcomes at HRM.
  • Develops organization-wide health and wellness policies and processes and develops consistent and standard messaging for distribution to the organization.
  • Provides subject matter expertise, advice and guidance for cases/inquiries that require expert knowledge in absenteeism management, disability case management and workplace accommodation.
  • Provides strategic direction for the HRM health and wellness program by supporting policy development, working with stakeholders, conducting research and analysis of existing policy.
  • Responsible for the development of data and metrics to support divisional strategies and to measure results and impacts.
  • Manages and is responsible for the day-to-day supervision of the health and wellness team which includes regular performance review meetings.
  • Hire, train, supervise, and develop health and wellness team members. Manage schedules and workflow; assign duties; and monitor quality of work.
  • Contributes to key business unit initiatives, operational plans, budget planning and resourcing requirements as part of the Human Resources business unit.
  • Represents Corporate Health and Wellness on special committees and task forces in the municipality.
  • Partners with business unit leaders to ensure regular communication to client groups regarding corporate health and wellness policies and procedures inclusive of changes, upgrades, and best practices.
  • Makes recommendations and provides support to staff regarding process improvements.
  • Conducts ongoing jurisdictional reviews related to best practices in employee health and wellness, policy and measurement.

May perform other duties as required.

QUALIFICATIONS:

Education and Experience:

  • Post-secondary degree or an accredited diploma in Disability Management, Occupational Health and Safety Management, or related discipline.
  • Seven (7) years of broad and progressive experience in workplace health/disability case management or related discipline.
  • Experience in leading, mentoring and engaging a team of professionals.
  • Demonstrated experience working in a unionized organization.
  • Must have the ability to lead a team of health and wellness professionals in the delivery of exceptional service across a diverse organization.
  • Must have demonstrated experience in developing strategies that will enhance the quality of health services and support in the organization.

Technical/ Job-Specific Knowledge and Abilities:

  • Thorough knowledge of applicable NS legislation and regulations.
  • Thorough knowledge of effective Health & Wellness principles and best practices.
  • Thorough knowledge of disability management principles and best practices.
  • Thorough knowledge of labour relations principles and collective agreement administration.
  • Thorough knowledge of human resource principles and best practices.
  • Thorough knowledge of workplace accommodation principles and best practices.
  • Demonstrated ability in developing and preparing correspondence and reports.
  • Working knowledge of Microsoft Office Suite.

Security Clearance Requirements:

WORK STATUS
: Permanent, Full-Time

HOURS OF WORK
: 8:30am-4:30pm, Monday to Friday (35 hours per week). OPTIONAL: Flex options to work outside of these hours and hybrid may be available – please confirm with Hiring Manager before adding this.

SALARY
: Non-Union Level 9, 104,000-134,590. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
