THE OPPORTUNITY

The Community Peace Officer I is responsible for enforcing the provision of bylaws passed by City Council, and the provision of appointed status under the Peace Officer Program as directed by the Solicitor General of Alberta. The incumbent assists and works cooperatively with the RCMP, Fish & Wildlife, Parks, and other allied policing agencies, municipal area partners, internal municipal departments and the community. The incumbent investigates bylaw and other provincial statute complaints and disputes, as authorized by their appointments, and ensures appropriate resolutions either by fine, order or education. This position reports to the Peace Officer Sergeant.

The City is seeking multiple Peace Officers for assignment across the following portfolios:

  • Outreach CPO
  • General Duty CPO
  • Traffic Enforcement CPO

These are all permanent, full time positions with the City of Spruce Grove. The annual salary is: $85,883.20-$102,086.40

RESPONSIBILITIES

  1. Enforcement

  2. Provide enforcement of Municipal Bylaws, Provincial Status, Acts and Regulations.

  3. Participate in local educational programs as they relate to public safety.
  4. Adhere to the requirement and directive as outlined under the appointment of Solicitor General of Alberta and municipality authorization to employ Peace Officers.
  5. Work collaboratively with RCMP, Fish & Wildlife, Parks, and other allied policing agencies.
  6. Assist City Council and Senior Management in developing and implementing standards relating to the administration and operations for the provision of law enforcement.
  7. Review and make recommendation for new or existing Municipal Bylaws.
  8. Ensure all law enforcement activities are conducted in a manner that demonstrates professionalism, respect and regard for public health and safety.
  9. Provide support to City departments and City initiatives as they relate to law enforcement.
  10. Assist in emergency/disaster responses under the direction of the Emergency Operations Centre (EOC) when a City Disaster Response Plan is activated.
  11. Assists RCMP, Fire, Rescue and EMS services in day-to-day emergency responses.
  12. Attend and participate in court proceedings as required including the prosecution of charges and violations issued as per the Provincial Offenses and Procedures Act.
  13. Attend any professional development courses, workshops, seminars, etc., as approved by their immediate supervisor.
  14. Provide monthly summary reports on activities to management.
  15. Tag vehicles to be removed from snow routes.
  16. May provide back up for peer group or Peace Officer Sergeant.

  17. Stakeholder Relations

  18. Attend public events to maintain and preserve the public peace.

  19. Educate and inform the public of the role and responsibilities of Peace Officers.
  20. Deliver proactive prevention and education programs to schools and community groups.
  21. Liaise with and assist the RCMP and other external agencies in the areas of found property, public education and public safety.

  22. Other Duties

  23. Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.

  24. Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
  25. Act as a steward of the City's Corporate Culture by following the "Values, We Live By".
  26. All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
  27. Employee are expected to stay current on WHMIS and other safety-related procedures.
  28. Perform other job-related duties.

QUALIFICATIONS

Required Qualifications:

  • High School Diploma and Diploma in Law Enforcement or Accredited Police Training or equivalent.
  • Completion of Community Peace Officer Level 1 Training Program (or ability to complete within 12 months of hire).
  • A minimum of two (2) years' experience in enforcement, security and/or military related experience.
  • Pressure Point Control Tactics certification (or ability to complete within 12 months of hire).
  • Emergency Vehicle Operations Course (or ability to complete within 12 months of hire).
  • First Aid /CPR.
  • Knowledge of OC spray, baton, handcuffs, patrol vehicle (or ability to complete within 12 months of hire).
  • Knowledge of Municipal Bylaws and Provincial Acts and Regulations.
  • Knowledge of court procedures.
  • Knowledge of City Bylaws, Alberta Statutes, Acts and Regulations.
  • Strong verbal, written and interpersonal communication skills.

  • Intermediate Level - excel, word, outlook, L3, binoculars, radio communications, PowerPoint.
  • Basic - AVANTI, new customer search, GIS, diamond, service manager, cell phones

Asset Qualifications:

  • Previous CPO experience
  • Previous Law Enforcement experience
  • Intermediate Level – Houston Radar, watchguard/Motorola in car camera, MOVES/ROADS, radar, lidar use/experience
  • Advanced Level MRF software use.

CONDITIONS OF EMPLOYMENT

  • Class 5 Driver's License.
  • Proof of High School Diploma and Diploma in Law Enforcement or Accredited Police Training or equivalent.
  • Proof of completion of Community Peace Officer Level 1 Appointment (or ability to obtain within 12 months of hire).
  • Must obtain a satisfactory review of a three-year Driver's Abstract, with a maximum of six demerits.
  • Criminal Record Check Clearance.
  • Vulnerable Sector/Child Intervention Check.

Working Environment:

  • Compressed work week of 40 hours.
  • Shift work required including evenings, weekends and/or statutory holidays.
  • Overtime may be required.
  • Travel may be required.
  • Exposure to noise levels that may exceed 85 decibels.
