POSITION SUMMARY: 
The Clinical Manager is an innovative and self-directed, results-oriented professional who demonstrates a creative and collaborative management style and provides leadership to assigned areas(s) of responsibility. The Clinical Manager is responsible for the overall management of the human and fiscal resources required to meet the patient care needs for assigned areas, as well as for the integration of quality and other patient safety initiatives within the portfolio. The Clinical Manager takes an active role in strategic planning, program development, volume management, and quality monitoring. The Clinical Manager promotes integration and ongoing advancement of standards and best practices. As a leader, the Clinical Manager provides, facilitates, and promotes the best possible professional service to the patients and employees of these units, as well as to the organization and community.

The Clinical Manager is accountable to the Clinical Director. The Clinical Manager will be responsible for 24 inpatient beds, the Mood Disorder Treatment and Research Clinic, ECT services, and will be taking on a leadership role in the expansion or the rTMS and Neurostimulation Service and may also take on other program/lead MHAP initiatives as needed. The Clinical Manager is accountable for the hiring and effective management of all direct report staff, including Allied Health, and for financially managing the cost centres for assigned services. In collaboration with the Nurse Educators and CNS will facilitate educational activities on the unit.

QUALIFICATIONS: 

•Bachelor's degree in nursing or other health related discipline 

•Master's degree in health-related discipline preferred  

•Member in good standing with the Regulated Health Professional College and Provincial Professional Association

•Minimum of 3 years clinical frontline management experience and/or demonstrate s knowledge in relevant area of clinical practice 

•Is clinically knowledgeable about disease entities; about epidemiological issues and about circumstances that may impact where a patient can be placed. 

•This position requires knowledge and experience utilizing LEAN principals and interventions to process redesign, knowledge of computer database management and report generation, and Project Management principles. Also, this role requires knowledge of mental health diagnosis and current treatment modalities, including knowledge of serious mental illness and community service options/resources available in the community. 

•Advanced knowledge of nursing and management principles. 

•Demonstrates excellence in interpersonal, communication, coaching, mentoring and team building skills that facilitate positive interactions among all members of the interdisciplinary team. 

•Demonstrates a clear understanding of the application of the RHPA legislation, CNO Standards of Practice. 

•Possesses highly developed analytical, problem solving, critical thinking skills. 

•Possesses the ability to introduce and effectively facilitate change. 

•Demonstrates a strong patient and customer focused philosophy in all interactions. 

•Demonstrated ability to provide leadership, support and critical analysis in stressful, complex clinical and emotional situations. 

•Ability to analyze research and incorporate evidence-based practice into Policy and Procedures development to inform clinical practice. 

•Ability to effectively communicate with the interdisciplinary team and external areas using timely, appropriate written, verbal and non-verbal means.

RESPONSIBILITIES: 

•Oversees the orientation of new hires and ensures that role expectations are met in line with probationary timelines. 

•Develops, implements and evaluates staff education and training programs in collaboration with the nurse educator. 

•Contributes to education and professional development of staff, students, and colleagues in an environment of mutual respect and understanding. 

•Completes and authorizes appropriate Payroll and Human Resources documentation within timelines. 

•Monitors attendance of all direct report staff and ensures that expectations of attendance management program are adhered to. 

•Fosters effective employee and labour relations through knowledgeable interpretation and implementation of hospital policies and collective agreements. (ONA, CUPE, OPSEU). 

•Liaises with OH&S/HR to develop return to work plans for staff who need accommodation. 

•Completes annual vacation request process in accordance with union guidelines. 

•Completes monthly schedule for assigned areas. 

•Liaises with professional practice lead(s) and other managers as needed for issues concerning non-direct report staff i.e., social work and housekeeping. 

•Ensures that the unit-based Hpractice council is functioning in line with organizational expectations. 

•Provides feedback/insights into completion of quarterly scorecards. 

•Completes yearly update/presentation for Mental Health and Addiction Program Quality committee. 

•Engages in review of all complaints/compliments for assigned areas including investigation and resolution of same. 

•Directs nursing practice and processes to ensure excellence in patient care delivery in accordance with MOHLTC and CCHSA Standards. 

•Designs and implements methods and techniques to monitor continuously improve the delivery of service. 

•Ensures excellence in patient care and service through continuous quality improvement processes that include planning, quality monitoring and risk avoidance. 

•Collaborates to ensure the development and use of appropriate resources and supplies to measure and evaluate processes and outcomes. 

•Facilitates the use of feedback strategies to maintain and improve performance of team members. 

•Develops, maintains and evaluates patient and staff data collection systems and processes to support the practice of nursing and the delivery of patient care. 

•Participates and collaborates with interdisciplinary daily rounds with a focus on delivering patient centered care, facilitation and monitoring of appropriate discharge planning and patient flow. 

•Performs corporate and program management responsibilities that support and advance SJHH goals such as: contribute to corporate efforts and initiatives, as appropriate, to enhance SJHH's mission, values, and goals; represents the program internally on SJHH committees, as required, and SJH in the external community at conferences and workshops; leads community based initiatives in collaboration with mental health program and community based service providers; creates and updated  Program policies related to Mental Health Patient Flow, and collaborates with other in the development of policies related to Corporate Flow. Prepares reports and presents progress to various SJHH committees. 

•Participates in QCIPPA death reviews as needed. 

•Ensures fire drills, mock code blues are conducted on a monthly basis. 

•Evaluates factors related to safety, outcomes, effectiveness, cost, and social impact when developing and implementing practice innovations. 

•Lead Program process change projects, while collaborating with program front-line staff, external and internal stakeholders. 

•Participates in corporate level process improvement projects to improve overall hospital efficiency and effectiveness. -Debriefs with staff and executive as needed following critical/other incidents.
