Role Responsibilities

The Residential Tenancy Dispute Resolution Service (RTDRS) is a quasi-judicial tribunal that offers landlords and tenants a method of resolving disputes under the jurisdiction of the Residential Tenancies Act and the Mobile Home Sites Tenancies Act without going to court. The tribunal serves Albertans in every part of the province and administers over 16,000 hearings annually.

Reporting to the Executive Director of Registries and Resolutions, the Director, is the Administrator established by the RTDRS Regulation with the responsibility of the administration of the regulation and the management of the RTDRS. This includes establishing rules of practice and procedures for the tribunal, holding tenancy dispute officers (TDOs) accountable to a code of conduct, and ensuring the service operates efficiently and effectively for Albertans.

The Director leads a diverse team of professionals while overseeing governance, operations, performance monitoring, and strategic planning for the RTDRS. In this role, you will also act as a key advisor on legislation, policy, and stakeholder engagement while driving innovation and best practices in service delivery.

The roles responsibilities include but not limited to:

  • Establish and maintain rules of practice and procedure, as well as a code of conduct, in accordance with legislation, regulation, and common law.
  • Lead, coach, and monitor the performance of the RTDRS leadership team.
  • Conduct service reviews, hold TDOs accountable to the code of conduct, and support consistency of practice and professional development.
  • Respond to action requests, external reviews, and access to information requests.
  • Develop and manage the budget for salaries, supplies, services, travel, and projects.
  • Design standard operating procedures and hearing schedules for maximum efficiency.
  • Report on performance for the SARTR business plan and annual reports.
  • Oversee procurement and management of contracts for goods and services, such as interpreters and case management software.
  • Contribute to related government initiatives and prepare briefing notes on RTDRS performance and operations.
  • Engage with stakeholders, Courts, Universities, and advocacy groups to adopt best practices and resolve conflicts.
  • Represent RTDRS at industry and legal stakeholder events, ensuring the tribunal's independent, quasi-judicial authority is upheld.

Qualifications
  • Bachelor's degree in law, public administration or in a related field.
  • Experience with statutory interpretation, administrative law and applying principles of natural justice and procedural fairness.
  • Plus 7 years of related experience.

The following equivalencies may be considered:

  • 1 year of education for 1 year of experience.
  • 1 year of experience for 1 year of education.

Required

  • 3- 5 years of progressive experience in management and leadership roles within a public sector or service delivery environment.

Assets:

  • Demonstrated knowledge and experience of tribunal management.
  • Experience with the common law of contracts
  • Experience with statutory interpretation.

Working knowledge of the following statutes:

    • Residential Tenancies Act and associated regulations.
  • Mobile Home Sites Tenancies Act and associated regulations.
  • Access to Information Act.
  • Protection of Privacy Act.
  • Alberta Rules of Court.
  • Civil Enforcement Act.
  • Alberta Human Rights Act.
  • Superior written and oral communication skills, including the ability to clearly communicate administratively fair decisions.

This is for one full-time, permanent position.

The successful candidate will be scheduled Monday to Friday, 7.25 hours per day for a total of 36.25 hours per week.

Work Location: 9th Floor - Central Park Plaza, Avenue SW, Calgary OR 44 Capital Boulevard Street, Edmonton.
