Position Description

The
Program Manager
plays a critical leadership role in designing, implementing, and overseeing key initiatives at HIEC - with a primary focus on the Ontario Career Lab (OCL), a province-wide career development program that connects volunteer Career Coaches with Grade 9 and 10 students across Ontario.

The successful candidate will lead the planning and delivery of OCL activities, including coordination across internal teams, external stakeholders, and school partners, ensuring high-quality program execution in both French and English. As part of HIEC's growing Program and Funding portfolio, this position may also be responsible for supporting or managing additional funded projects and workforce-development initiatives.

Job Responsibilities and Key Accountabilities

  • Lead the planning, design, and implementation of Ontario Career Lab programming, ensuring seamless bilingual delivery across English and French audiences.
  • Oversee the development and management of other assigned HIEC programs, ensuring alignment with organizational strategy and funding deliverables.
  • Create project plans, manage critical paths, and keep senior leadership informed of progress, milestones, and risks.
  • Collaborate with internal teams (Communications, HR, Finance, IT) and external partners (funders, school boards, employer groups) to execute high-impact programming.
  • Manage budgets, funding requirements, and reporting processes to ensure compliance and accountability.
  • Build and sustain relationships with key stakeholders, including educators, government partners, and industry representatives, to expand program reach.
  • Identify and evaluate opportunities for program innovation, efficiency, and scalability.
  • Supervise and mentor team members contributing to program delivery.
  • Prepare reports, presentations, and communication materials to showcase program outcomes and impact.
  • Stay informed of best practices in bilingual program design, youth engagement, and workforce development.
  • Represent HIEC and OCL at conferences, events, and roundtables as a program ambassador.

Qualifications to Succeed:

  • Fluency in both French and English (verbal and written) is required.
  • Bachelor's degree in Social Sciences, Public Administration, Community Development, Education, Non-Profit Management or a related field.
  • 5–7 years of progressive experience managing funded programs, preferably within the non-profit, public, or education sector.
  • Experience leading bilingual or province-wide initiatives is a strong asset.
  • Strong understanding of program design, monitoring, and evaluation, with demonstrated success in managing multiple projects concurrently.
  • Proven ability to manage program budgets, funding compliance, and reporting requirements.
  • Familiarity with Ontario's education system and workforce-development ecosystem is preferred.
  • Proficiency in Microsoft Office Suite; experience with project management or collaboration tools is an asset.
  • PMP or Career Development Practitioner (CCDP) certification is an asset.
  • Valid driver's license and access to a vehicle required.

  • Ability to adapt to changing priorities, manage multiple programs simultaneously, and meet critical deadlines while ensuring high-quality program delivery and compliance with program requirements
  • Comfortable with ambiguity, but look to streamline and build strong processes
  • Ability to work through conflicting leadership opinions and positioning related to projects/issues in order to arrive at a diplomatic resolution

Working Conditions

  • Typical work schedule is Monday to Friday, with some requirements and flexibility to work additional hours, occasionally during evenings and weekends.
  • This is a hybrid role that requires travel to our office, Ontario Career Lab sessions, and off-site events as needed.
  • A Vulnerable Sector Screening (VSS) check will be required.
  • Valid driver's license and access to a vehicle is required
