The Saskatchewan Ministry of Highways provides a safe, reliable transportation system that supports Saskatchewan's growth economy and quality of life. The ministry is seeking a dynamic, highly motivated, and exceptionally organized professional to serve as Programs Manager within the Design and Construction Division. This key leadership role provides strategic direction in land asset management, multi-year planning, and program delivery.

The ideal candidate brings a strong record of success, demonstrates exceptional leadership abilities, and has a deep understanding of land management trends and best practices, risk management and process management. They will have proven experience developing standards, guiding teams, and driving effective program planning and implementation. Superior verbal and written communication skills are essential, enabling the successful candidate to lead collaboratively and communicate effectively with ministry staff, stakeholders, consultants, and the public.

The successful candidate will lead a team of experts and be responsible for multi-year program development and implementation for provincial land management, acquisitions and dispositions for the ministry. This includes managing the ministry's land assets, working with other areas of the ministry that have a role in land asset management and collaborating with external agencies and jurisdictions to acquire and share knowledge about best practices. You will review policy and procedures to ensure fair and equitable treatment of landowners and effective and efficient use of ministry resources.

Typically, the knowledge and skills required for this position would be obtained through completion of a Bachelor's Degree in a related field with several years experience in property appraisal, valuation and negotiation. Professional designations with the International Right of Way Association and/or the Appraisal Institute of Canada are considered an asset. Comparable qualifications and experience may be considered.
