About the Job:
The Executive Director, Well & Energy Resource Stewardship (Executive Director) provides operational leadership and oversight of the BCER's programs for responsible subsurface resource development in the energy sector, ensuring public safety, environmental protection, and conservation of hydrocarbon resources.
This position is accountable for supporting strategic direction and delivering results across three core business areas: Energy Geoscience, Drilling & Production Engineering, and Reservoir Engineering. The Executive Director leads, coaches, and mentors a diverse team of technical professionals.
The Executive Director provides advice to and collaborates with the BCER's Leadership team, ensuring the work done by the Environmental & Subsurface Resource Management department is aligned and supported internally. In addition, this position regularly engages with senior industry and government representatives on items such as technical standards and guidance, operating policies and practices, and policy development.

Executive Director, Well & Energy Resource Stewardship
Provide operational leadership to the Environmental & Subsurface Resource Management department, implementing the strategic direction across Energy Geoscience, Drilling & Production Engineering, and Reservoir Engineering.
Act as a key member of the Leadership team, contributing to corporate strategy and ensuring technical programs and initiatives are in alignment with BCER's mandate, Service Plan, and regulatory priorities.
Lead workforce planning and resource allocation, ensuring the right capacity and capabilities are in place to meet current and future needs, to deliver on strategic and operational commitments.
Set clear performance expectations and goals aligned with the organizational priorities, including conducting regular performance reviews, providing constructive feedback, developing employees, and ensuring competency to perform assigned duties and exercise delegations in accordance with the expectations of the BCER, Engineering and Geoscientists of BC (EGBC), and the Professional Governance Act.
Communicate effectively across all levels of the organization, ensuring alignment and clarity, including communicating complex technical issues clearly to non-technical stakeholders.
Champion modernization and efficiency initiatives, including automation of manual subsurface data processes and improvements to technical systems and workflows.
Ensure technical decisions are evidence-based, risk-informed, and aligned with public safety and protection of the environment.
Provide authoritative advice on evolving government policy, legislation, and technical standards and regulations affecting subsurface resource management, and aid in development where necessary.
Meet regularly with senior government staff, various working groups, and committees in areas where program linkages exist or may be required to share information and identify areas for efficiency or alignment.
Oversee program performance and outcomes, using data, metrics, and risk assessments to evaluate the efficiency and effectiveness of processes and programs.
Prepare and present high-level briefing materials on issues and strategies to senior leadership, BCER Executive, the Board of Directors, and relevant government agencies as required.
Work collaboratively with Compliance & Enforcement, Information & Digital Services, and other departments to support coordinated delivery of BCER's regulatory mandate.
Monitor, review and participate in legislative and regulatory initiatives to ensure that impacts to energy resource industries are appropriate, understood and anticipated.
Provide direction and oversight on complex subsurface proposals, coordinating cross-government engagement.
Resolve escalated issues with senior industry associations and major operators, ensuring progress on efficiency initiatives and policy implementation.
QualificationsEducation:
A degree from a recognized post-secondary institution in Engineering, Geoscience, Natural Resource Management or a related field, and seven to ten years of progressive management roles within the oil and gas industry and/or the natural resource sector of government.
An equivalent combination of education, training, and experience may be considered.
Preference may be given to those registered as members in good standing with the Engineers & Geoscientists of British Columbia (EGBC).
Experience:
Demonstrated experience establishing strategic priorities and leading workforce planning, resource allocation, and budget management, including exercising financial authority over complex technical programs.
Demonstrated experience in a senior management capacity dealing with politically sensitive, high-profile, and/or provincially significant issues, including the development of, interpretation, and implementation of policies, procedures, operational practices, and technical standards.
Demonstrated experience successfully managing and implementing evolving programs, projects, and initiatives.
Demonstrated experience communicating effectively across all levels of the organization, ensuring alignment and clarity for technical and non-technical audiences, including leading presentations, Executive briefings, and providing strategic advice.
Demonstrated experience managing the administration and/or regulation of subsurface resource development, well lifecycle management, or related technical areas.
Demonstrated experience leading and developing multi-disciplinary, geographically dispersed technical teams in a complex working environment.
Demonstrated success in building and sustaining effective working relationships with a broad spectrum of stakeholders such as senior representatives of the public sector, industry, First Nations, and community/special interest groups.
Demonstrated understanding of energy technical and operational development and full-cycle activities, including subsurface energy resource development, well lifecycle activities, emerging technologies, and associated environmental and public safety considerations.
