The newly established pan-Canadian Integrated Youth Services Collaboration Centre (IYS-CC) aims to support development, implementation and evaluation of Integrated Youth Services (IYS) best practices, quality services, and engaged research across Canada. There are emerging or established IYS networks in every province and territory in Canada, with local UYS locations in more than 100 communities. IYS networks deliver mental health, substance use health, primary care, education, employment, housing and other health, social and community services to youth aged 12 to 25 years. The IYS model is characterized by its commitment to equity, engagement, measurement and continuous learning. IYS networks work in close connections to the ACCESS Open Minds Indigenous Youth Mental Health and Wellness Network. The IYS-CC in Ontario, operates out of CAMH.

Position Description:

The pan-Canadian Integrated Youth Services Collaboration Centre (IYS-CC) at the Centre for Addiction and Mental Health (CAMH) is seeking a full-time, contract (2 years) Evaluator. The Evaluator will report to the IYS-CC Program Manager. The Evaluator role can be situated anywhere in Canada, and is fully remote with infrequent travel for work. The Evaluator will support the IYS CC to tell Pan-Canadian IYS stories, guide networks partners across the country in measuring what matters in their communities, and monitor and evaluate the IYS CC's impact on IYS development. The Evaluator will be responsible for supporting IYS-CC evaluation-related activities, including: evaluation of implementation for major streams of IYS-CC activities and supporting the development of IYS-related evaluation capacity within individual IYS networks throughout Canada. The Evaluator will work collaboratively across multiple teams and networks and in collaboration with a diverse team of IYS leaders, including youth, service providers, researchers, health equity specialists, and other partners and advisors. The successful candidate will have a strong background in anti-oppressive and anti-racist practice, and excellent knowledge of equity frameworks and tools. We are looking for someone who is passionate about person-centred, mixed-methods, wholistic evaluation for transformational change.

Responsibilities will include:

  • Planning and facilitating feasible, efficient, and effective evaluation of work connected to the implementation of the IYS-CC and larger IYS learning health system processes that support continuous improvement.
  • Modeling commitment to effective collaboration and co-design with youth and families, partners of diverse backgrounds, and equity seeking groups to ensure inclusion of diverse perspectives.
  • Applying appropriate methodologies and approaches (such as developmental, formative and summative evaluations); and applying a variety of different evaluation methods and tools (such as logic models, theories of change, frameworks, contribution analysis, indicator development, data support systems and reporting tools).
  • Conducting thorough database inquiries that are methodologically sound and contextually relevant, in collaboration with diverse stakeholders across Canada.
  • Demonstrating a thorough understanding of Indigenous approaches to Program Evaluation and Engagement
  • Ensuring transparency, integrity and adherence to ethical behaviors within evaluation activities; exemplifying commitment to principles of equity, inclusivity, respect and social justice within evaluation practices.
  • Facilitating group-based dialogue and decision-making with diverse partner groups with various levels of evaluation and sector literacy.
  • Providing training/ coaching and building capacity for effective and relevant evaluation to support quality evaluation efforts within IYS networks, while attending to network specific evaluation scale and resource availability.
  • Effective translation and communication of outcomes to a wide audience of practitioners, policy-makers, and other researchers; aligning outcomes and results with big data, current literature, and best practice recommendations for quality implementation and sustainability.
  • Work within the IYS-CC team to use and/or support the co-development of culturally-relevant evaluation approaches, methodologies, and knowledge mobilization/ dissemination strategies in collaboration with partners from relevant populations (e.g., First Nations, Inuit, Métis, Francophone, Black communities etc.).
  • Adhering to OCAP, CARE principles, EGAP and data governance frameworks.
  • Linking evaluation findings with continuous quality improvement to inform implementation planning and coaching to sustainable practice and system change.
  • Engaging and working in relationship with key internal and external partners for mutual benefit.
  • Preparing evaluation updates, summaries, and knowledge mobilization materials (e.g., data summaries, evaluation reports, reporting to funders, presentations to network partners, etc.)
  • Developing guidelines and practices for collection and management of: qualitative and quantitative data, protocols and protocol development guidelines, tools, survey development, interview and focus group guides, code books, analyses, and data visualization.


Minimum Requirements 

The successful candidate will have a Master's or equivalent experience in Social or Behavioral Sciences, Health Services Research, or Public Health, with minimum three (3) years' related experience in the area of Integrated Youth Services, or the field of health services and specific experience in substance use/ mental health. The Evaluator will have evaluation experience in the context of community health, youth mental health and wellbeing, youth substance use, and/or evaluation experience within community-based settings. They will have experience facilitating group-based dialogue and focus groups. The Evaluator will be comfortable with processes of shared decision-making with diverse partner groups and collaboration with partners at various levels of evaluation literacy. The Evaluator will have experience with data collection in remote and diverse settings. They will understand and have experience with using or developing culturally relevant evaluation approaches, methods, and dissemination strategies, as well as knowledge of data governance frameworks such as OCAP, CARE Principles, and EGAP.  The Evaluator must demonstrate creative problem-solving abilities and organizational skills with the ability to adapt to dynamic project needs.

The Evaluator will have strong skills related to data storage and management, quality assurance, and coding, analyses and data visualization. The Evaluator will have experience developing evaluation frameworks, logic models, indicators, and reporting tools. The candidate should have knowledge and understanding of learning health systems, measurement-based care, and health data platforms is required.

The successful candidate must have a proven ability to write evaluation findings for a variety of different audiences; and the ability to formulate materials suitable for wider audiences. The successful candidate will possess strong interpersonal communication (oral/written) and community engagement skills. The Evaluator will be committed to being respectful, ethical, culturally sensitive, and awareness of applying Indigenous evaluation frameworks and worldviews when appropriate. They will support a healthy workplace that embraces diversity, encourages teamwork and complies with all applicable and regulatory requirements. Proficiency in Microsoft Office including Word, Excel, and PowerPoint and Project is required.  Fluent bilingualism (French/English) and/or the ability to speak an Indigenous language is an asset.

This role is 100% remote. 

Compensation & Benefits:

  • Salary is competitive and based on experience, with a hiring range of  $83, $94,272.19 per year (based on qualifications and experience)
  • Employees in this role may progress within the full pay range of $83,797.50 – $125,696.26 per year (reflecting potential growth within the role)
