Position Purpose

Infrastructure Ontario (IO) is seeking a strategic and innovative leader to oversee the Implementation and Closeout portfolio within the Project Delivery Division. This role provides vision, direction, and operational oversight for the execution of IO's complex project pipeline, ensuring projects are delivered safely, on schedule, within budget, and to the highest quality standards. As a member of IO's Executive Management Team, the Executive Vice President will represent Project Delivery priorities, align divisional strategies with organizational objectives, and strengthen IO's role as a trusted partner to government, industry, and the broader public sector. The position requires a leader who can balance strategic foresight with operational discipline, foster collaboration across diverse teams, and champion new and innovative approaches to project delivery that enhance IO's corporate performance.

What You Will Do

Strategic Leadership & Portfolio Oversight

  • Provide vision and direction for the Implementation and Closeout portfolio, ensuring projects meet approved safety, schedule, budget, and quality parameters.
  • Oversee strategies for project execution, reporting, and stakeholder engagement.
  • Liaise with senior leaders across IO, including Commercial and Technical Services, to ensure consistency in resolving commercial issues and managing project risks.
  • Pursue opportunities to expand IO's influence on projects and set the vision for IO's role in major programs.
  • Lead innovative thinking around project management in implementation and closeout, using influencing and negotiation skills to secure buy-in from clients and internal stakeholders.

Operational Strategy & Team Development

  • Set long-term strategic and tactical priorities to build a high-performing team with the skills required to deliver IO's project pipeline.
  • Implement operational strategies to achieve performance and financial targets in IO's Balanced Scorecard, directly impacting overall corporate performance.
  • Establish performance measurement processes, training, and development programs to support knowledge transfer and professional growth.
  • Foster a positive, inclusive, and collaborative work environment that emphasizes accountability and excellence.
  • Ensure effective resource planning to meet organizational priorities and project demands.

Risk Management & Strategic Initiatives

  • Lead the implementation of strategic initiatives identified through IO's annual planning process.
  • Monitor enterprise and program-level risks impacting the portfolio and ensure mitigation measures are effective.
  • Collaborate with the EVP, Planning & Transaction, to integrate lessons learned into future project planning, strengthen delivery readiness, and ensure seamless transition to Operations.
  • Identify opportunities for greater collaboration and synergies across IO, with a focus on integration within the Project Delivery Division.

Stakeholder Engagement & Governance

  • Act as a credible representative of IO with government partners, industry stakeholders, and private sector collaborators.
  • Lead client and stakeholder relationship management across Implementation projects, providing strategic direction and coaching to senior leaders.
  • Establish strong governance, project management, and communication structures to ensure effective collaboration with partner Ministries.
  • Represent IO on governance committees, industry working groups, and, when required, at Board of Directors meetings.
  • Lead the evolution of governance frameworks and maintain ongoing dialogue on IO's role in project delivery.

What We Are Looking For

  • University degree in engineering, business administration, project management, or a related discipline; advanced degree preferred.
  • Minimum 15 years of progressive leadership experience in project delivery within complex, multi-stakeholder environments.
  • Demonstrated expertise in portfolio management, operational strategy, and risk mitigation.
  • Proven ability to lead large teams, foster collaboration, and drive performance in high-volume, high-complexity settings.
  • Strong track record of stakeholder engagement, including government, industry, and private sector partners.
  • Exceptional communication, negotiation, and relationship management skills, with the ability to influence at executive and board levels.
  • Experience in governance frameworks, dispute resolution, and seamless project handover to operations.
  • Commitment to fostering a culture of accountability, inclusivity, and professional growth.
  • Strategic thinker with innovative problem-solving skills and a focus on continuous improvement.
