JOB SUMMARY

The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa's Light Rail Transit Systems as a component of the City of Ottawa's overall transportation and mobility strategy. 

You are responsible for ensuring project-wide environmental compliance during the construction of the Stage 2 LRT expansion on both the Confederation and Trillium Lines.  This includes ensuring that all of the project's environmental obligations are met, including compliance with environmental assessment and regulatory agency requirements, relevant legislation and particular stakeholder requirements/provisions.

As the Environmental Lead Stage 2 LRT, you oversee all environmental aspects of construction activities including site preparation, earthworks, roadworks, construction, demolition, rehabilitation, trackworks, overhead catenary system, testing and commissioning, closeout and turnover to client.

You also: review proponents' environmental management plans, policies and procedures and monitor implementation and compliance in the field; assist RCP management by acting as a subject matter expert on environmental matters and providing professional expertise and technical support to the program; participate in inspection and audit planning, prioritization and risk management; and participate in the environmental development of the RCP team by coaching, mentoring and providing training as needed.

Additionally, you: perform site visits; prepare field reports, contractual correspondence and presentations; participate in meetings as required; works closely with constructors' environmental management to identify concerns, resolve issues and investigate incidents; and liaise with internal and external stakeholders and consultants including Ministry of Environment, Conservation and Parks (MOECP), Ministry of Natural Resources (MNR), Rideau Valley Conservation Authority (RVCA), National Capital Commission (NCC), Airport Authority, and others, as needed.

You demonstrate strong knowledge of project requirements, construction practices, federal, provincial and municipal environmental laws and regulations and good industry practice.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in pure or applied environmental science, such as environmental engineering, environmental science or related field.

Minimum of 5 years of experience of directly related experience in environmental assessment and management in construction. At least 2 of the 5 years should include supervisory and project management experience.

CERTIFICATIONS AND LICENCES
Valid Ontario unrestricted G class driver's licence (or provincial equivalent) with no more than 6 demerit points accumulated LEED AP (Accredited Professional) with Green Building Certification Inc. (GBCI) is an asset Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) OR Licensed Architect with Ontario Association of Architects (OAA) is desirable Canadian Certified Inspector of Sediment and Erosion Control (CAN-CISEC) is desirable KNOWLEDGE
  • Demonstrated knowledge of applicable environmental legislation, standards, guidelines and operational procedures, including the rights and duties of workers
  • Theoretical and practical knowledge of a range of environmental work procedures and practices related to construction including: dewatering, soil management, site remediation, spill management and reporting, noise and vibration monitoring, dust control, erosion and sediment control, in-water works, species at risk, sustainability, etc.
