MLTC was created by nine First Nations located in north-west Saskatchewan who have constitutionally recognized aboriginal rights and Treaty Rights under Treaties #6, #8 and #10. The primary purpose of MLTC is to serve those First Nations in their aspirations for cultural, economic and political autonomy. As a private sector employer engaged primarily in promoting and serving the interests of the member First Nations, MLTC asserts its right to provide preferential treatment to First Nations people, giving them priority in decisions on employment matters such as hiring, and this can extend to measures such as opening competitions only to First Nations people.

The Meadow Lake Tribal Council (MLTC) is seeking a full-time permanent Director for the Information Technology (IT) Department. The IT Director is the senior technology leader responsible for strategy, security, delivery, and team leadership—ensuring IT drives mission success, protects critical assets, and positions MLTC as a forward-thinking First Nations organization.

Some of the Duties & Responsibilities:

Strategic Planning & Management

· Own the creation, annual refresh, and execution of a 3–5-year IT Strategic Plan that is explicitly tied to MLTC's mission, the priorities of its nine First Nations, and the evolving needs of its programs.

Information Management & Data Governance

· Mature the Enterprise Information Management (EIM) Framework and Data Governance Council to ensure data is treated as a trusted organizational asset.

Information Systems, Infrastructure & Technology Operations

  • Lead the strategy, selection, implementation, and lifecycle management of all enterprise information systems and business applications.

Cybersecurity, Privacy & Risk Management

· Serve as the senior leader accountable for the availability and accessibility of MLTC's information assets, systems, and technology environment.

Project Management

· Implement and mature the Project Management function, providing templates, tools, training, and coaching to improve organizational project maturity.

Team Management & Leadership

· Recruit, develop, and retain IT talent by creating clear career paths, certification plans, and succession depth.

Other Duties: Performs other duties as assigned by the Senior Director, Finance and Corporate Services or as required to manage the adoption of new technologies and/or services.

Required Education, Knowledge, & Qualifications

Education & Certifications

  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related discipline.

  • Professional certifications (at least 2–3 current or recent):

o Cybersecurity: CISSP, CISM, CISA, CCSP, or equivalent

o Governance/Risk: CRISC, CGEIT

o Project/Program: PMP, PgMP, PMI-ACP, or SAFe Agilist/PMC

o Architecture: TOGAF, Zachman, or cloud architecture certifications (AWS, Azure, GCP)

o IT Service Management: ITIL 4 Foundation or Managing Professional

o Privacy: CIPP, CIPM, or CDPSE (especially if handling regulated data)

  • A combination of certifications and related experience that demonstrate expertise and a commitment to continued professional development will be considered.

Required Skills, Abilities & Experience

Technical & Functional Skills

  • 5+ years in a director-level, or equivalent role managing enterprise infrastructure, applications, security, and data programs.

Leadership & Business Skills

  • Executive presence and ability to influence and advise senior management; skilled at translating technical concepts into business language and ROI-focused narratives.

  • Strong business acumen with experience aligning IT strategy to organizational goals, demonstrating measurable value delivery.

  • Exceptional people-leadership with experience building, mentoring, and retaining high-performing, diverse technical teams of staff and contractors.

  • Change management and cultural transformation expertise with proven ability to foster innovation, collaboration, and a trust-rich, safe environment.

Preferred Additional Experience

  • Experience in the organization's specific programs such as healthcare, government, education, child and family services, First Nations organizations, non-profit, etc. is highly desirable.

  • Successful leadership of major digital transformation, cloud migration, or system implementations.

  • Track record of maturing IT organizations from reactive to strategic business partners.
