Civil Engineer

Overview

We are seeking an experienced On-Site Civil Engineer to lead and manage construction administration services on Highways infrastructure projects. The successful candidate will be responsible for overseeing day-to-day field operations, supervising a team of 4–6 technical staff, and acting as the primary on-site liaison between the Ministry, contractors, and the consulting team. This role is well suited to a hands-on professional with strong leadership skills, a solid understanding of highway construction, and a commitment to quality, safety, and effective project delivery.

Key Responsibilities

• Provide on-site leadership and supervision of a team of 4–6 inspectors, technologists, and support staff delivering construction administration services.
• Oversee construction inspection activities, ensuring work is completed in accordance with contract drawings, specifications, and Ministry of Highways standards.
• Act as the primary on-site representative, coordinating daily activities with contractors, Ministry representatives, and internal project management staff.
• Manage construction documentation, including daily diaries, inspection reports, quantity tracking, progress reporting, and deficiency lists.
• Review and verify quantities, progress claims, and extra work, providing recommendations to the Project Manager.
• Ensure quality assurance and quality control requirements are met, including oversight of materials testing and compliance with applicable standards.
• Monitor and enforce health and safety requirements, ensuring site activities align with regulatory and project-specific safety plans.
• Assist with review of shop drawings, traffic accommodation plans, staging plans, and construction methodologies.
• Support preparation of as-built documentation and contribute to project close-out activities.
• Mentor and guide junior staff, fostering a collaborative and professional on-site team environment.

Skills & Qualifications

• Degree in Civil Engineering (E.I.T. designation or equivalent preferred).
• Demonstrated experience in construction administration and inspection, preferably on highway or transportation infrastructure projects.
• Strong understanding of Saskatchewan Ministry of Highways specifications, standards, and contract administration practices.
• Proven ability to lead and coordinate on-site teams while managing competing priorities.
• Excellent communication skills for working with Ministry staff, contractors, and consulting teams.
• Strong organizational and documentation skills with attention to detail.
• Proficiency with Microsoft Office (Word, Excel, Outlook) for reporting and record keeping.
• Ability to work full-time in a field-based environment and adapt to changing site conditions.

Assets (Considered a Strong Advantage)

• Previous experience acting as an On-Site Supervisor or Resident Engineer on Ministry of Highways projects.
• Experience with AutoCAD and/or Civil 3D for markups, field changes, and as-built drawings.
• CCIL certification (or experience overseeing CCIL-certified testing and QA/QC programs).
• Experience managing traffic accommodation, staging, and public interface on active highways.
• Strong mentoring skills and experience developing junior inspectors and technologists.

Pay: $60,000.00-$100,000.00 per year
