Director (In Training), Well-being Services

The Position
This position will transition from Director, In-Training to the full working level of the Director of Well-Being Services due to the backfilling of a retirement. Both employees will work side-by-side in performance of the role, while in the transitionary period. During the transitionary period, the Director In-Training will be supervised by the existing Director of Well-Being Services.
Reporting to the Chief Executive Officer (CEO), the Director, of Well-being, is responsible for the overall management, development, and implementation of second-level child and family advisory, protection, and training programs and services. The position will support the Tribal Council's member First Nations by providing advocacy and support services, prevention services, and programming to assist in the well-being of our families. The role will provide expert specialized advice to STC and various stakeholders. The position is accountable for the sound financial management of the Well-being department along with the monitoring of best practices from Saskatchewan and other jurisdictions to help communities achieve the devolution of culturally sensitive child and family services and supports. As part of the senior management team, the position will actively participate in the overall strategic plan and develop strategies that achieve the goals and priorities established by the Board of Directors. Provides direction and leadership to a large team of community-focused child and family services staff to ensure the highest quality of care and outcomes for the STC communities and child and family services.
Duties & Responsibilities
- In collaboration with the STCChild& Family Services(CFS)Board of Directors (theBoard), develop a strategic plan tocreate an STC CFS Agency andimprove outcomes in child & family safety and well-beingfor communities.
- Providesleadership andexpertisein developing child & family programs and services, organizational plans,and financial plans with the Board of Directors and STC senior management;
- Propose and implement policies related to STCCFS authorized by the Board;
- Develop an operational plan with each STCCFSProgramManagerwhich incorporates measurable goals andobjectivesthat align with the strategic direction of the STC;
- Identifyand evaluate the risks to STC's people (clients, staff, management, volunteers), property, finances, goodwill, and image and implement measures to mitigate risks;
- Report and communicate with the CEO andtheBoard on the state of the STCCFSdepartment andall-important factors influencing it;
- In collaboration with the CFO, assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures intheassigned area to assure sound fiscal control; prepares annual budget requests; assures effective, efficient,and allowable use of budgeted funds,resourcesand time.
- Monitor compliance to ensure that all STC CFS operations, programs,and services are conductedrespectfully and responsiblyand that all decisions and actions meet relevant legislation, agreements, policies,and procedures;
- Regularly evaluate CFSactivitiesfor gaps, effectiveness,and efficiency, and propose enhancements to meet the desired family safety and well-being outcomes;
- Coordinate, chair,facilitateand follow up on regular staff team meetings;
- Provide direction and support todirect reportsregardinghuman resource management, issues and complaintsandleadthe annual performance evaluation ofdirect reports.
- Ensure operations are within budget parameters and approve expenditures within the authority delegated by the CEO andtheBoard.
- Negotiate contracts with consultants and manage projects related toCFSprograms andservices to ensure alignment with strategic plans and overall achievement of defined outcomes.
- Other duties as assigned by the STC CEO and the Board.
Education and Experience
- A minimum of aBachelor'sDegreeinIndianSocialWork(BISW)orSocialWork(BSW).
- Currentlyregistered memberortheability to be a registered memberoftheSaskatchewan Association of Social Workers (SASW).
- Managementexperiencefor a First Nationorprovincialchildand familyservicesdepartment,child protection, crisisinterventionand case management.
- Experiencein planning, directing,and administering comprehensiveFirst Nation communitychild and family servicesto address socio-economic gaps andsupporting second-level CFSincludingthemonitoring and evaluation of programs.
- Experience in proposal development; managing funding contracts,andpartnerships; developing policies andproceduresandmanaging administrative functions.
- Experience in First Nations culture and traditions,
- A combination of related education and relevant experience may be considered.
Knowledge, Skills, and Abilities
- Knowledge and understanding of provincial child and family services legislation, regulations, policies,and procedures, including the Residential Services Act and the FSIN Indian Child Welfare and Family Support Act.
- Knowledge of fiscal management and responsibility,child and family programfunding, contracts, and partnerships; risk management.
- Knowledge of the political, social,and economicobjectivesof the Saskatoon Tribal Council and the Dakota, Cree, and Saulteaux cultures will be considered an asset.
- Ability to develop good working relationships with theSTC'smember First Nations, other levels of government, agencies,and key stakeholders to create strong lines of communication and provide a continuum of services.
- Provenleadership skills, with a strong focus on mentorship and development of professionals;
- Ability to build teamwork, collaborate,and communicate effectively between teams, departments,and key stakeholders.
- Ability tomaintaineffectiveness, drive,and focus for extended periods, with composure in highly stressful or adverse situations.
- Ability to analyze, manage issues, makerecommendationsand implement solutions;
- Excellent interpersonal and communication skills (verbal and written).
- The initiative, strong work ethic and drive for results, honors commitments with attention to detail and a high degree of accuracy;confidentially, and accountability.
Other Conditions
- Mustpossessa valid Saskatchewan driver's license, a reliable vehicle,and meet STC's insurance requirements.
- Must provide a current, original, Canadian Criminal Record Check (CPIC) and vulnerable sector check as a condition of employment.
- Hours of work mayvary generally, andsome evening and weekend work may berequiredas the position must delegate or provide on-call services on a 24/7 basis to handle emergencies.
