Position Specific Responsibilities:
The Master is primarily responsible for the safe, environmentally sound and efficient operation of the vessel.
The Master has the overriding authority to make decisions with respect to the safety of the vessel and personnel aboard, the protection of the environment and cargo and to request LeeWay Management's assistance, as may be necessary.
In addition to the responsibilities listed below, the Master also assumes the responsibilities of the Chief, Second and Junior Officers on vessels that do not carry other Deck Officers. Some of these responsibilities may be delegated to other crew members, such as ABs, as deemed appropriate.
The Vessel's Captain shall report all matters that affect or may affect safety or the environment to the Designated Person Ashore (DPA).
The Master shall, without limitation, have the following responsibilities:
- Standing and maintaining a safe and efficient navigational watch in accordance with Canadian and international regulations and the Company procedures and policies;
- Acting as the person onboard with overall responsibility to implement, observe and enforce the Safety Management System onboard. The Master will review the SMS regularly and provide documentation changes on form "LWY-GEN-007 Document Change Request" within Helm Connect;
- Implementing LeeWay Marine Policies and Management System requirements.
- Issuing orders in a clear and concise manner;
- Acting as LeeWay Marine's representative with the client and ensuring open communication with the lead Client Representative;
- Observing that the navigation of the Vessel and day-to-day conduct of shipboard operations, including crewing, bunking arrangements, work/rest tracking, etc. are carried out in a safe, environmentally sound, and efficient manner in accordance with applicable laws, standards, regulations, good seamanship practices, and LeeWay Marine policies and procedures;
- Informing shore staff of any client requirements outside of regular operations and assisting in preparing potential solutions;
- Liaising with crew and shore staff, as required, to coordinate port calls and schedule services, including fuel, water, provisions, etc. ;
- Ensuring that the planned maintenance program is followed and executed so that the Vessel and her equipment are maintained in proper condition in accordance with best industry practices and additional requirements of LeeWay Marine;
- Ensuring that the onboard Deck and Engineering Departments are using Helm Connect to properly track and manage maintenance, defects, tasks, requisitions and other relevant responsibilities;
- Establishing regular communications with the Chief Engineer to understand the current technical readiness of the vessel and possible operational impacts;
- Monitoring, in conjunction with LeeWay Management, the Vessel's certification status and maintain an up-to-date files of the vessel's certificates (both hardcopy and in Helm Connect);
- Reporting accidents/incidents, hazardous situations, near-misses, and nonconformities;
- Ensuring that the Vessel's crew and emergency equipment are maintained in a high state of readiness to respond effectively to potential emergency situations; Muster Lists are developed and posted, and regular emergency drills are conducted to identify areas where improvements can be made;
- Implementing and carrying out personnel-related procedures and arrangements, including proper sign-on of all crew, issuance and enforcement of Standing Orders, maintenance of the Articles of Agreement, verifying that all crew carry updated certificates of competency, ensuring crew have adequate training, managing onboard training for new employees;
- Conducting, in accordance with LeeWay Marine's Performance Evaluation Guideline, crew performance appraisals, identifying training needs and disciplining crew when necessary;
- Preparing and submitting to LeeWay Management the required management and performance reports (i.e., Change of Command, On-hire/Off-hire Forms, QHSE Reviews/Verifications, etc.), at specified intervals;
- Ensuring that all documents and records relevant to the QHSE System are maintained in accordance with established procedures, identifiable, easily retrievable and legible;
- Providing clear and concise information at the handover of the watch;
- Having a thorough understanding of pollution regulations and the company's objectives regarding environmental protection; and
- Performing such other duties as may be required by Leeway Management from time to time.
Vessel Specific Responsibilities:
In addition to all the above, the Master onboard RV Novus shall also have the following responsibilities, which are specific to this vessel and do not apply to other vessels:
The following responsibilities, usually assigned to a Chief Mate, may be delegated to other crew members, such as Deckhands, as deemed appropriate:
- Liaising with and delegating tasks to the Chief Engineer and Deckhand, with assistance from shore staff as required, to coordinate port calls and schedule services, including fuel, water, provisions, etc.;
- Maintaining the Deck and Radio Logbooks;
- Ensuring that the vessel's Garbage Management Plan is implemented and maintained, and Garbage Record Book is kept up-to-date;
- Distributing work assignments, training and supervising junior officers, cadets, and deckhands;
- Ensuring that all deck operations are adequately planned and relevant policies, standards, and administrative controls are strictly followed (i.e. Permit to Work, Job Safety Analysis (JSA), Confined Space Entry, Lockout/Tag Out, including the Ballast Water Management Plan, if applicable, etc.);
- As the designated cargo officer, responsible for execution of cargo loading/discharging/lashing and tank cleaning operations, as well as maintenance of relevant records and documentation, ensuring that all applicable statutory, regulatory, charterer, and company requirements are abided by;
- Ensuring that adequate stores and supplies are available for the safe, environmentally sound, and efficient conduct of all deck operations and maintaining relevant inventories (cleaning supplies, deck gear, linens, toiletries, etc.);
- Ensuring that the following equipment and vessel locations are properly inspected, tested and certified, and maintained in accordance with the vessel's planned maintenance program and applicable regulations, and records are kept:
- Mooring equipment and appliances;
- Lifting equipment and associated appliances (i.e. cranes, winches, hooks, wires, shackles, chains, A-Frame etc.);
- Cargo handling and lashing equipment and appliances (i.e. lashing chains, binders, etc.); and
- Pollution control equipment
- Maintaining external decks in a safe condition at all times;
- Coordinating and overseeing deck and superstructure cleaning and painting with the deckhand; and,
- Ensuring proper record keeping for all potable and ballast water on board.
