The IPC is recruiting a Director, Research and Technology Policy to lead a team of experts advancing high-impact initiatives at the intersection of privacy, technology, and freedom of information. This is a senior leadership role for an accomplished policy professional ready to influence government, support regulatory decisions, and prepare Ontario for the challenges of tomorrow's digital environment.

The Director, Research and Technology Policy, provides leadership and oversight in the development and implementation of technology-focused policy initiatives that advance the IPC's mandate to protect Ontarians' right to privacy and right to know. Reporting to the Assistant Commissioner, Strategic Initiatives and External Relations, the Director leads a team of policy and technology professionals to deliver high-impact projects, guidance, legislative advice, and technology-related support to the IPC's Tribunal and other IPC units.

About the job
  • Lead consultations, research, and analysis of legislative, regulatory, and policy developments related to privacy, technology, and freedom of information.
  • Provide technology policy advice and support to the IPC's Tribunal and other divisions.
  • Develop public-facing guidance, internal policy resources, and education materials.
  • Represent the IPC at national and international forums, advancing IPC's leadership profile.
  • Commission research on emerging privacy and technology issues to inform IPC policy positions.
  • Build strategic foresight capacity to anticipate and prepare for future privacy and technology challenges.
  • Provide strategic recommendations on legislative reforms, including cybersecurity, digital education, and artificial intelligence.
  • Lead outreach and engagement with research organizations, think tanks, and academic institutions.
  • Manage and support a high-performing team, fostering a culture of collaboration, diversity, and professional growth.
  • Oversee departmental budgets and resource allocation in alignment with the IPC's strategic priorities.
  • Provide regular updates to senior leadership on divisional progress, risks, and outcomes.
What you bring to the team
Education:
  • Post-secondary degree in Public Policy, Information Management, Business, or Law (or equivalent combination of education and experience).
Experience:
  • Minimum of 5 years' senior-level experience managing, assessing, or advising on access to information and privacy programs in large, complex organizations.
  • Proven expertise in privacy, technology, and policy development, with strong knowledge of emerging issues such as artificial intelligence, cybersecurity, data governance, and digital transformation.
  • Demonstrated ability to lead complex, multi-stakeholder initiatives and influence legislative and regulatory processes.
  • Strong record of managing, motivating, and developing high-performing teams.
Knowledge and Skills:
  • In-depth understanding of freedom of information and privacy laws and principles, jurisprudence, and global privacy/technology standards.
  • Demonstrated written and verbal communication skills, with the ability to prepare reports, policy papers, and strategic recommendations.
  • Strong influencing, negotiation, and stakeholder engagement skills.
  • Capacity for strategic foresight and risk-based decision-making.
Asset Qualifications
  • Experience providing technology-related advice in a tribunal, regulatory, or adjudicative environment.
  • Experience developing international collaborations or partnerships related to privacy and technology.
