**Program Manager for the CSITR Program (6 Month Contract)

Project Description And Background**
The organization is advancing its digital transformation to foster innovation and growth. As part of this initiative, it is strengthening its cybersecurity posture to ensure secure and resilient operations. External experts have supported the development and modernization of cybersecurity strategies and architecture, providing guidance for secure transformation. These updated focus areas are now moving into further stages of organizational advancement.
The successful candidate will complement an existing contingent of staff and contract Program Managers within the IT Programs & Projects Delivery Office (PMO). The contract Program Manager's primary assignment will be to lead the Cyber Security Program, aimed at further advancing cybersecurity maturity and enterprise resiliency.
Solid experience managing large, complex programs—particularly those involving IT infrastructure and security-related initiatives—is essential. The role also requires the ability to prepare strong business cases and comprehensive program planning documentation based on input from both business and technology stakeholders.
Note:
These initiatives may include Feasibility Studies (planning projects leading to implementation) or Implementation projects where a product or service is delivered.

Responsibilities
The successful candidate is expected to closely adhere to the organization's established Project Management methodology (including templates, gates, phases, and stages). Responsibilities will span the full Project Management Lifecycle, including initiation, planning, execution, monitoring and control, and closing. This includes scope, schedule, cost, procurement, quality, risk, resource, stakeholder, communications, and issue management. Duties include, but are not limited to, the following:
- Develop Business Cases and supporting artefacts (related documents and appendices).
- Prepare all project planning documents using the organization's comprehensive project management methodology and supporting templates.
- Execute and monitor all aspects of the plan, including work breakdown structures, financials, procurements, communications, quality, risks, and decisions.
Once Funding Is Approved, The Contract Program Manager Will
4.1 Direct the activities of internal and external (contracted) resources, including Business Analysts, Data Analysts, Developers, and Quality Assurance Analysts, as required.
4.2 Develop, manage, or support existing program and project governance structures (including Project Steering Committees and Technical Advisory Committees) to drive consensus and achieve desired outcomes.
4.3 Prepare and communicate detailed monthly and ad hoc reports to stakeholders, including status reports and updates to Steering Committees.

Scope Management:
Establish and maintain clear project boundaries and agreement on scope through governance bodies and key stakeholders.

Schedule Management:
Establish and monitor project schedules, ensuring adherence to key milestones.

Risk Management:
Identify, monitor, and propose mitigation strategies for program and project risks.
4.7
Team Leadership:
Lead diverse teams of technical experts and senior leaders, requiring strong interpersonal, communication, and business acumen skills.

Budget and Contract Management:
Manage program and project budgets, including oversight of subcontractor and supplier performance.
4.9
Technical Management:
Oversee technical delivery activities, including design, build, testing, deployment, and change management throughout the project lifecycle.
4.10 Maintain strong adherence to the organization's project management methodology, including the creation of required project documents and artefacts produced by the project team.
DELIVERABLES
Standard Program And Project Management Deliverables And Supporting Documentation Will Be Expected, Tailored As Appropriate To The Scope And Scale Of The Program And Projects. These Include, But Are Not Limited To
- Business Cases for assigned programs and projects, including implementation phase work plans, budgets, work breakdown structures (MS Project), schedules, risk analyses, work package sequencing, and high-level business case documentation.
- Project initiation artefacts (e.g., Project Charters, Feasibility Study Definition Documents, Project Configurators, Organizational Change Management documents).
- A comprehensive, integrated Project Management Plan aligned with PMI practices, including detailed Communication and Risk Management Plans.
- Monthly Program and Project Status Reports filed in the organization's portfolio reporting system.
- Steering Committee and Technical Committee documentation (presentations, review materials, minutes, technical memorandums, and supporting documentation).
- Cash Flow Forecasts and Budget Updates.
- Program and/or Project RAID logs (Risks, Actions, Issues, Decisions).
- Project-specific deliverables for assigned initiatives.
- Program and/or Project Change Requests, as required.
- Program and Project Closeout Reports.
