Job Summary:


This is an exciting opportunity for an individual that is knowledgeable in the operation of a Fleet Maintenance garage, able to communicate with staff in a unionized environment and third-party vendors and promote a high level of commitment to reliable customer service delivery.


Reporting to the Commander, Fleet Services, the Superintendent, Fleet Maintenance will supervise various aspects and functions of the repair and preventative maintenance of vehicles & equipment, owned and operated by the Toronto Paramedic Services Division, during an assigned shift.


The Superintendent Fleet Maintenance manages an efficient garage operation with a high standard of customer service, ensuring compliance with legislated, scheduled maintenance programs and is accountable to meet maintenance delivery timelines.


Ensuring adherence to City Policy, Human Rights Code, and other legislation, the Supervisor leads a team of maintenance professionals and works collaboratively with their Fleet peers to contribute to the ongoing development, implementation and roll out of new and innovative maintenance programs.


A seasoned mechanical expert, you will manage and assign work to produce the best use of human and physical resources to ensure vehicle compliance to legislative requirements and timely turnaround of vehicle maintenance.


As a Fleet expert you will work collaboratively with operating units within the division, coaching on preventative maintenance programs, in particular, identifying methods to minimize vehicle failure, improve total cost of ownership and educate on driver/vehicle behaviour and best practices.


Promoting the use of accurate vehicle and equipment records, as a Superintendent you understand the need to demonstrate compliance with legislation as well as being a valuable source of information on the potential design and procurement of future replacement vehicles.


As the leader of your maintenance team, you will be involved in all aspects of staff hiring, providing input into vendor contract documentation/vendor management, as well as, support client and Fleet Procurement in future vehicle purchases.



Major Responsibilities:


Your primary responsibilities as a Fleet Maintenance Superintendent will be varied, but priorities will include:  

Implement detailed plans and recommend policies/procedures regarding fleet maintenance program-specific requirements and ensure they are uniformly understood and effectively carried out by the vehicle maintenance staff to support the Division's strategic visionSupervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning, and encouraging innovation in others.Supervise the day-to-day operations of all assigned fleet maintenance staff, including scheduling, reviewing and monitoring the completion of assigned work, authorizing and coordinating vacation/overtime and evaluating staff performance, hearing grievances and recommending disciplinary action when necessary.Provide input into, and administer, assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations, including management of external parts & service contracts.Administer and prioritize maintenance, preventative maintenance and repair of Divisional vehicles and equipment.Ensure that the repairs to vehicles and equipment are done in accordance with the Ontario Highway Traffic Act and the Ministry of Health Land Ambulance vehicle standards.Ensure that work procedures are in accordance with the Occupational Health and Safety Act and other municipal or provincial and federal statutes plus any regulations or policies, i.e., WHMIS and Ontario Ministry of Transportation (MTO) standards, Ozone Depletion Permit (ODP), Drive Clean and compliance with all Environmental Protection Act provisions.Direct and ensure the certification of vehicles in compliance with the Ministry of Transportation directives and the Ambulance Act of Ontario.Conduct on-the-job training for vehicle maintenance staff including providing technical guidance and job assistance to support continued development of staff, as well as to ensure all repairs are completed to Divisional standards and to ensure continual awareness of changes in automotive technology.Maintain accurate vehicle records in Fleet Maintenance Information System (M5), open/update work orders, attach documentation, approve parts, authorize recommended repairs and close work orders in timely manner.Responsible to meet key performance indicators including but not limited to work order closure, preventive maintenance compliance, vehicle downtime and operational vehicle availability.Ensure proper records are maintained in compliance with the Commercial Vehicle Operating Requirements (CVOR) program.Ensure the accuracy of estimates for the release of the purchase order and assists Fleet and Financial services staff with invoice reconciliation.Carries a pager and cell phone, and may be on call, as required.Performs other related duties

Key Qualifications:

 
Your application must describe your qualifications as they relate to:
 


  1. Must possess and be able to maintain a Certification as a Journeyperson Truck and Coach Technician (310T) and an Automotive (310S).
  2. Considerable experience in vehicle (heavy and light equipment or vehicles Class 1 to 8) maintenance within a large complex fleet.
  3. Experience implementing, coordinating and maintaining a preventative maintenance and repair program in  a fleet or comparable environment.
  4. Considerable experience in leading, coaching, and motivating staff while over-seeing day-to-day operations including scheduling and performance management. Experience in a unionized environment would be considered an asset.
  5. Considerable experience with computerized Fleet Management Information Systems, maintenance reporting and analysis (e.g. AssetWorks, Fleet Focus, M5, etc.)
  6. Must possess and be able to maintain a current Province of Ontario Class "G" Driver's License and must qualify for the City's equipment operating permits and requirements.
  7. Knowledge of fleet analytics including descriptive, predictive and prescriptive analytics to measure and evaluate garage performance. Considerable knowledge of and ability to use Microsoft Office Suite (such as Word, PowerPoint, Excel and Outlook).
  8. Knowledge and ability with maintaining a budget, adhering to contracts, authorizing financial transactions and recommending investments in garage tools and equipment.
  9. Proven interpersonal and  leadership skills with an ability to develop and maintain effective working relationships, emphasizing high operational standards and the ability to build, develop and deliver a strong, consistent level of customer service.
  10. Thorough knowledge of the Commercial Vehicle Operations Registration (CVOR) legislation and the National Safety Code Standard including the Periodic Mandatory Commercial Vehicle Inspections (PMCVI) and the Highway Traffic Act.
  11. Thorough knowledge of the Human Rights Code, the Occupational Health and Safety Act and Regulations, Environmental Protection Act and other related legislation/regulations.
  12. Strong organizational, initiative, research and analytical skills with the ability to maintain accurate and detailed records.
  13. Proven ability to communicate effectively, both orally and in writing with a highly developed sense of discretion, judgement and political acumen to deal with sensitive and confidential matters.
  14. Ability to be available to respond to emergencies or other work situations beyond the regular working day, as required, often on short notice.
  15. Ability to be flexible and to work weekends, days and evening shifts, as required.
