Overview:

Our client is seeking a Change Management Specialist to support the Budget Management Transformation (BMT) project. This role involves leading change management efforts to ensure the successful adoption of new budget management practices, enhancing financial literacy, and implementing finance

accountability mechanisms across the organization.

Project Description:

As part of a broader transformation agenda, the BMT Project seeks to mature and formalize existing budget management practices at our client, as well as, increase confidence in financial data, improve forecasting accuracy, optimize financial decision making, ensure accountability and transparency, and establish roles and clear decision-making functions on how budgets will be managed and forecasted.

Reporting and Key Partners:

The Change Management Specialist formally reports to the Strategic Transformation Lead and works closely with the Business Sponsor (VP Finance), Project Manager, and other project roles to drive a coordinated, cross-organizational effort to realize the long-term benefits of the newly implemented Cashflow & Financial Forecasting (CFF) System. The Change Specialist is expected to consult with our clients's Change Management Lead to ensure that their change approaches align with the organization's broader cultural and transformational change needs.

Scope:

Budget Managers/Managers across all Branches and at all levels across BC Housing, with a primary focus on teams within Operations, Asset Strategies, and Development Strategies

Responsibilities:

  • Change Leadership:
    influence, guide, and enable Change Sponsors/People Managers to effectively lead changes with their team, building their commitment and acceptance of organizational changes
  • Change Practice:
    Applies change management (CM) principles, a structured CM approach, and CM best practices to the Budget Management Transformation project, within the context of a broader organizational transformation at BC Housing.
  • Change Strategy:
    Develops and executes project specific CM strategies and change plans based on a situational awareness of the details of the change and impacted groups
  • Stakeholder Management:
    Engages with stakeholders at all levels to understand their needs, concerns, and expectations. Builds partnerships with key stakeholders and clients to drive change adoption.
  • Communications:
    Facilitates communication and collaboration among project teams and stakeholders. Develops and implements stakeholder-specific communications plan for BMT project.
  • Training and Development:
    Provides leadership to the Training Lead and works closely with our clients's Leadership & Learning team to develop Training strategy and enable training content to enhance financial literacy and ensure smooth adoption of new budget management practices.
  • Monitoring and Reporting:
    Tracks and reports on the progress of change management activities. Provide regular updates to the Change Lead, Project Manager, Steering Committee, and other key stakeholders.
  • Change Evaluation and Adoption:
    Conducts post-implementation reviews to assess and improve the overall effectiveness and adoption of change management efforts.

Deliverables:

  • Key stakeholder interviews completed, with responses consolidated and presented to the Project Manager within 2 weeks of start date.
  • Lead iterative Change Impact Assessments for upcoming project milestones outlining impacted areas/groups, resistance factors, required behaviour changes, and supports needed for adoption.
  • Develop an actionable Change Management Plan, informed by the impact assessment, that prioritizes strategic triage and rapid enablement. The plan should outline the overall approach and include specific components for sponsorship, stakeholder engagement, training, communications, and resistance management.
  • Create and maintain a Communications and Engagement Matrix outlining audiences, key messages, timing, channels, and owners.
  • In partnership with the Training Lead, support the development of a Training Plan that translates change requirements into training needs, reinforcement activities, and knowledge supports.
  • Identify and track change-related risks and areas of resistance and propose proactive and practical mitigation strategies throughout the project.
  • Contribute to Go/No-Go readiness assessments for upcoming project milestone, including adoption indicators and risk mitigation recommendations.
  • Provide proactive and regular CM reporting including readiness, adoption KPIs, risks, and mitigation strategies to the Project Manager.
  • Complete post-implementation reviews after each milestone, summarizing adoption outcomes, lessons learned, and recommended adjustments for future milestones.
  • Provide leaders with the tools, talking points, and supports needed to enable adoption and sustain new budget management practices.

Qualifications:

Ideal Candidate Must-have:

  • Experience:
  • Minimum 7 years of experience in change management, preferably in large, complex environments. Experience in public sector finance and financial systems is an asset.
  • Skills:
  • Strong communication, presentation, and relationship-building skills.
  • Excellent analytical and problem-solving abilities.
  • Proven ability to manage multiple projects simultaneously and deliver results within deadlines.
  • Knowledge of change management methodologies and best practices.
  • Ability to develop and implement training programs and communication plans
  • Education:
  • Master's degree in Business Administration, Finance, Organizational Development, or a related field. Change management certification (e.g., Prosci) is preferred.

Preference will be given to candidates with the following:

  • Experience working in or with public sector finance.
  • Experience with financial systems and tools, particularly those related to forecasting and budgeting.
