Reporting to the Vice President of Contracts and Administration, IT is seeking a Procurement Manager to join our Halifax team in a full-time in-office, permanent staff position. The chosen candidate will be responsible for the procurement of commodities, supplies, equipment, spare parts and services to be used by the Company. The Manager will coordinate his/her efforts with various department heads, stakeholders and managers to ensure timely receipt of goods. Additional responsibilities include forecasting, contract negotiation, identifying required purchasing policies to ensure the availability of all necessary materials.

Responsibilities include, but are not limited to:

  • Plan and execute centralized purchasing/procurement of materials, equipment, machinery and services required for operations, projects, and capital investments.
  • Ensure procurement activities achieve established goals and assist all other functions in the organization in achieving their quality, schedule and cost goals.
  • Ensure required knowledge of the supply market, industry and business environment trends to provide the company with advice and identify opportunities to improve the business.
  • Build external and internal business relationships to gather information, identify market and industry trends, build partnership and alliances to support and facilitate the company's objectives and plans.
  • Identify synergies between departments and vessels.
  • Participate and/or negotiate complex requests for equipment, commodities, supplies and services from suppliers and sub-contractors to acquire high quality products and services at lower costs.
  • Supervise purchasing team.
  • Maintain a high code of ethics and conduct.
  • Assist and/or manage complex negotiations to settle commercial disputes with suppliers/vendors, including coordination and follow up on vendor claims and issues, contract renewals, etc.
  • Monitor departmental budgets and advise stakeholders of deficiencies.
  • Ensure all assigned employees are aware of and comply with company, government, and customer policies, procedures, and regulations.
  • Ensure effective procurement activities to meet the requirements and needs of the company.
  • Assist in sourcing activities such as market research, RFP's, RFQ's etc.
  • Identify and mitigate supply chain risk, ensuring continuity of supply and compliance with company policies and industry regulations.

Requirements

  • Bachelor's degree in business, Finance, Commerce or Supply Chain Management.
  • 5 years progressive experience in a purchasing/procurement role in a technical environment
  • 5 or more years in a management role.
  • Certified Professional Purchaser (C.P.P.) designation an asset.
  • Knowledge of the appropriate tools for grading, analyzing, and assessing materials, equipment, supplies, services, and other commodities.
  • Familiarity with enterprise resource planning (ERP), specifically SAP S4 Hana preferred
  • Team player with strong communication, intercultural skills and assertiveness.
  • Experience in the marine industry preferred.
  • Fluency in English, both oral and written, essential.

This is an office-based position. May be required to occasionally work outside core hours. Ability to travel on occasion, some of which may be international. Only candidates eligible to work in Canada will be considered.
