Job Overview
Town of The Pas is seeking a responsible, motivated, and reliable professional for the position of Purchasing Agent. This role is central to the Town's operations, ensuring the ethical and efficient procurement of goods and services across all municipal departments. The successful candidate will balance strategic tendering with hands-on inventory management and logistics to support all town-owned facilities.
Skills & Qualifications
- Grade 12 education is required. Post-secondary education in Business Administration, Supply Chain Management, or a related field is an asset.
- A Class 5 Manitoba Driver's License is required.
- 2-4 years of experience in Purchasing or Supply Chain Management is considered an asset.
- Supply Chain Management Professional (SCMP) designation (or working toward completion) is a strong asset and highly preferred.
- Strong understanding of costing/pricing methodology, inventory and operations control, contract specifications, procurement rules & regulations, transportation and logistics.
- Proficiency with accounting software, Microsoft Office Suite (Excel, Word, Outlook), data entry software, and ability to adapt to new systems.
- Demonstrated strength in negotiation, decision-making, and diplomacy.
- Exceptional attention to detail and organizational skills with the ability to multitask and maintain accurate records.
- Excellent written and verbal communication skills for drafting technical tenders and maintaining vendor relations.
- Satisfactory criminal record and vulnerable persons checked by the RCMP.
Duties & Responsibilities
- Conduct all purchasing activities in strict alignment with the Municipal Act, Town standards, and provincial/federal trade agreements (NWPTA, CFTA).
- Prepare, issue, and manage the lifecycle of Requests for Proposals (RFP), Requests for Quotations (RFQ), and Tenders for a variety of municipal services and supplies.
- Endeavor to locate the best sources of supply to obtain the most favorable prices, quality, and terms.
- Participate in formal supplier evaluations and assessments related to quality, on-time delivery, and cost-effectiveness.
- Monitor active contracts for compliance with terms and service level agreements.
- Coordinate the purchasing needs of multiple departments, including Public Works, the Wellness Centre, KRC, Garage, and the Water Treatment Plant.
- Perform resource planning and forecasting to ensure operational continuity.
- Manage inventory and stock control for all fuel costs, parts, and supplies.
- Prepare monthly material and stores data for the Treasurer and coordinate yearly inventory counts for the Controller.
- Identify and manage the validation and disposal of overstock, obsolete inventory, and retired capital assets.
- Coordinate internal work orders and data collection.
- Provide pick-up and delivery of items as needed to support various Town sites.
- Develop and manage record-keeping procedures in accordance with applicable regulations and standards.
- Recommend and implement methods to enhance departmental operations, goals, and objectives.
- Other related duties, as requested and/or assigned.
