Within the Consumer, Registry, and Strategic Services Division of Service Alberta and Red Tape Reduction, the Consumer Services Branch is responsible for keeping the marketplace safe and consumers and businesses informed of their rights and responsibilities. To achieve this, Consumer Services develops, administers and enforces fair trading and consumer protection legislation, condominium legislation, licenses businesses, and registers charitable organizations, and cemeteries.

As Manager, Strategic Policy, you'll be at the forefront of designing innovative policy solutions that strengthen legislation, foster collaboration across ministries, and deliver meaningful outcomes for Albertans. The Manager, Strategic Policy provides strategic leadership within the Strategic Policy and Engagement Unit and Consumer Services Branch. This role is responsible for developing forward-looking policies, coordinating cross-ministry initiatives, and ensuring evidence-based decision-making. By combining technical expertise with people leadership, the Manager ensures that consumer protection legislation and broader policy priorities are advanced in alignment with ministerial and government commitments.

Your key responsibilities will include:

  • Leading the drafting of briefing notes, Cabinet Reports, and other approval documents.
  • Delivering on ministerial and government priorities through proactive policy design.
  • Ensuring effective consumer protection legislation in collaboration with program units.
  • Supporting tribunal policy and regulatory frameworks to strengthen dispute resolution.
  • Coordinating policy initiatives across branches, divisions, and ministries.
  • Building networks with cross-ministry partners and stakeholder groups.
  • Aligning legislative expertise and stakeholder engagement with policy development.
  • Utilizing advanced methodologies and technologies to produce evidence-based policy.
  • Leading comparative and cross-jurisdictional research to inform decision-making.
  • Conducting legislative analysis to support drafting of laws and regulations.
  • Managing and mentoring a team of policy professionals to build capacity.
  • Coaching staff to achieve performance excellence and engagement.
  • Anticipate emerging issues and craft innovative solutions.
  • Fostering collaboration across ministries and with external stakeholders.
  • Ensuring policy recommendations reflect government priorities.

The successful candidate will demonstrate:

  • Experience managing professional staff and delivering organizational outcomes.
  • Knowledge and experience with policy development, legislative analysis and government processes.
  • Knowledge and experience with consumer protection legislation or regulatory frameworks.
  • Experience with cross-jurisdictional policy research and comparative analysis.
  • Experience and knowledge of emerging technologies (e.g. AI) applied to policy research.

Qualifications

University degree in public policy, business, social sciences, etc. and four years' related experience in legislation and regulations, policy research and development, and project management).

Equivalencies may be considered:

Diploma and a minimum of six (6) year's related experience, Certificate and a minimum of seven (7) years related experience. No post secondary education and a minimum of eight (8) years related experience.

Required:

  • Experience in strategic policy development.
  • Experience in related legislation and regulations.
  • Experience in political acumen and issues management competencies to navigate a complex policy environment.
  • Experience in research and analysis and cross-jurisdictional scans.
  • Experience in management and supervisory roles.

Assets:

  • Experience in strategic policy development within the Government of Alberta.
  • Experience communicating and engaging with key stakeholders.

Candidates with lesser qualifications may be considered at a lower classification and salary.

Hours of work: Monday – Friday, 8:15 am - 4:30 pm (36.25/week).

Positions currently available: One (1) permanent.

Location: Commerce Place Building, 10155 – 102 Street, Edmonton, Alberta T5J 4G8.
