Toronto Seniors Housing Corporation (TSHC) provides subsidized rental housing for approximately 15,000 low and moderate income seniors across 83 buildings in Toronto, ensuring homes are safe and well maintained. Through an integrated service model, TSHC connects seniors with supports that help them age at home, maintain stable tenancies, and enjoy a better quality of life. Created in 2021 and operating since 2022, TSHC works closely with Toronto Community Housing to deliver compassionate, tenant focused services across the city.
About the Role
Toronto Community Housing (TCHC) is looking for a senior executive to serve as its Commissioner of Housing Equity, a Board-appointed oversight position entrusted with significant authority, accountability, and public-facing responsibility.
As head of the independent Office of the Commissioner of Housing Equity (OCHE), you'll champion fairness for tenants facing eviction by overseeing rental arrears and subsidy-loss cases for TCHC and Toronto Seniors Housing Corporation (TSHC).
This role drives policy, ensures procedural integrity, and tackles systemic barriers to housing stability. Reporting directly to both TCHC and TSHC Boards, you'll lead mediation, early intervention, and connect residents to vital community support, all while upholding compliance and equity. Operating at arm's length from management, the Commissioner exercises independent judgment, oversight authority, and impartial decision-making on matters that directly affect housing stability for Toronto's most vulnerable residents.
Mandate of the Office of the Commissioner of Housing Equity (OCHE)
The Office of the Commissioner of Housing Equity (OCHE) supports housing stability by reviewing arrears and subsidy loss cases for compliance, resolving issues to reduce referrals to the Landlord and Tenant Board, and recommending improvements to eviction prevention practices by identifying systemic issues and policy gaps.
Key Responsibilities
Strategic Leadership
- Guides OCHE's mandate, strategy, and alignment with corporate goals.
- Develops policies and solutions that support fairness and compliance for vulnerable tenants.
Governance & Reporting
- Prepares and presents reports to TCHC and TSHC Boards.
- Manages budget, work plan, and performance measures.
Stakeholder Engagement
- Represents OCHE in meetings with staff, tenants, and partners.
- Builds relationships with city divisions, legal, and community organizations.
Risk Management & Compliance
- Ensures compliance with relevant legislation and administrative fairness.
- Identifies and mitigates risks in eviction and subsidy loss processes.
Qualifications
- A demonstrated record of executive-level oversight, adjudication, ombuds leadership, or independent governance roles in complex public or social-impact environments.
- Extensive experience in administrative law, tribunals, ombuds functions, social welfare, social housing, or related fields; expertise in dispute resolution is an asset.
- Extensive background in administrative fairness, conflict resolution, policy interpretation, and procedural compliance.
- A seasoned leader capable of exercising authoritative, impartial judgment while navigating sensitive, high-stakes issues with integrity.
Salary Range: $159,503 - $223,304
