Role Responsibilities

Shape Alberta's water infrastructure today and for generations to come

Reporting to the Director of Water Management Infrastructure, this role leads the delivery of complex water management infrastructure projects across central and northern Alberta. You will oversee construction and rehabilitation projects while leading a team of engineers and provide specialist design and construction related expertise.

These projects are critical to Alberta's water supply, flood protection, drought mitigation, and interprovincial commitments. Each brings unique technical, environmental, and stakeholder challenges requiring innovative thinking, strong leadership, and effective collaboration with consultants, contractors, communities, and government partners.

Key Responsibilities: 

  • Lead the delivery of water management infrastructure projects, managing scope, schedule, budget, risk, construction, and commissioning.
  • Provide technical oversight and specialist review of designs, construction activities, and contract administration.
  • Procure and manage engineering consultants, ensuring the consultant's work conforms with departmental standards and guidelines.
  • Ensure environmental, regulatory, and public consultation requirements are met.
  • Oversee project budgets, forecasts, payments, and change orders -.
  • Act as a technical resource for internal staff and external stakeholders.
  • Lead the development and maintenance of construction specifications, guidelines, and best practices.
  • Mentor and support a team of engineers.
  • Support the coordination of provincial water management capital and maintenance budgets.

Qualifications

Requirements:

  • University Degree in Engineering with specialization in Geo-Technical, Hydro-Technical, or related.  
  • Minimum of 10 years of directly related experience in planning, design, construction and rehabilitation of large, complex infrastructure with an emphasis on water management infrastructure.  
  • Supervisory experience leading professional teams and coordinating/overseeing projects, coordinating work with diverse consultants, contractors, and stakeholders. 
  • Registered or eligibility for registration as a professional engineer with APEGA.
  • Class 5 Driver's License. 

Equivalencies: Additional related education considered in lieu of experience on a one-for-one basis.

Assets: 

  • Experience in water management infrastructure construction and rehabilitation works including project management, planning, design, construction, and commissioning. 
  • Experience in delivering water management infrastructure projects such as earthen and concrete dams, canals, reservoirs, spillways, turnouts, syphons and other related components directly related to water management infrastructure. The preferred candidate will have experience with the delivery of water management infrastructure within Alberta and Western Canada.
  • Knowledge of construction practices relating to heavy civil engineering projects, particularly for work carried out during the winter. 
  • Knowledge and understanding of construction contract documents and specifications and their interpretations. 
  • Knowledge and understanding of relevant legislation including but not limited to Occupational Health and Safety Act, Alberta Environmental Protection and Enhancement Act, Alberta Water Act, Fisheries Act, Public Lands Act, Historical Resources Act, etc. 
  • A thorough understanding of department guidelines, standards, specifications, and policies including Engineering Consultant Guidelines for Highway, Bridge and Water Projects (Volumes 1 and 2), Project Management Manual, Project Administration Manual, Water Control Structures Selected Design Guidelines, Guidelines on Extreme Flood Analysis, Civil Works Master Specification of Construction, and the Partnering Guidelines Manual. 
  • Effective communication skills to develop and maintain relationships with partners, the department, and other government ministries, municipalities, and the public. 
  • Experience working with Indigenous groups, utilities, and landowners.
