At Fraser Health, we're hiring for an Executive Director, Corporate Finance role located in New Westminster and reporting to the Chief Financial Officer. This position will allow you to combine your leadership skills and your knowledge to guide, direct and support the Accounting Services for Fraser Health consisting of accounts receivable, general accounting, payroll, cash management, investments, external audits, physician compensation, internal controls, financial reporting, improvements/modernization of financial systems and capital planning, and accounts payable.

- Develop and recommend short- and long-range goals and objectives, as well implement and review policies, standards and procedures to ensure the delivery of effective and efficient accounting services.
- Plans and implements operating and capital budgets including budget preparation.
- Lead and motivate staff, and professional development of employees.
- Facilitate annual external audit and related reporting and direct the preparation of financial statements and other reports.
As the successful candidate, you will have:
- Chartered Professional Accountant designation (CA, CGA or CMA)
- Ten (10) years' recent related accounting experience in a senior management role, including five (5) years' related comptroller responsibilities in a large complex organization.
- Experience in a public sector/unionized environment a strong asset.
Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Oversees for the development, coordination and management of Accounting Services for Fraser Health consisting of accounts payable, accounts receivable, payroll, cash management, investments, external audits, internal controls and financial reporting; plans, implements and evaluates related physical, financial and human resources in support of the strategic and operational needs of Fraser Health; participates as a member of the Financial Services Management team in the development of the mission, strategies and goals to ensure the optimum delivery of appropriate financial services for Fraser Health.
Responsibilities
- Develops and recommends short and long range goals and objectives for the assigned portfolio ensuring that all plans support the goals, policies and vision of Fraser Health (FH).
- Develops, implements and reviews policies, standards and procedures to ensure the delivery of effective and efficient accounting services.
- Plans and implements operating and capital budgets for the assigned portfolio including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of the financial resources are within the objectives, plans and budgets established by FH senior management.
- Provides leadership to all staff within the assigned portfolio and motivates them towards the attainment of the goals of the department and FH; develops and recommends organizational structures to best reflect the operational needs and the responsibility of each employee including an ongoing system for measuring staff performance.
- Ensures the recruitment and professional development of employees within the assigned portfolio; responsible for overseeing and, as required, participating in the management of human resource matters for the assigned portfolio.
- Plans and implements an effective quality improvement program to ensure a high level of client satisfaction; establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the assigned portfolio including departmental activities and progress on objectives and projects.
- Plans and directs the development and maintenance of accounting systems to provide complete and accurate records of assets, liabilities and financial transactions in accordance with generally accepted accounting principles (GAAP), Ministry of Health Services policies and procedures and FH policies.
- Plans and directs the development and maintenance of accounting systems to ensure accurate and timely payments to staff, vendors and physicians and to ensure accurate and complete collection of revenues; plans and directs the provision of effective internal controls.
- Directs the preparation of financial statements and other reports to ensure timely and accurate information to the senior executive and Board of FH, the Ministry of Health Services and external organizations.
- Directs the development and maintenance of FH''s investment policy in accordance with Board-approved policy and FH procedures; directs the management of cash flows, liaises with bankers and investment managers and monitors investment performance.
- Facilitates the timely and efficient completion of the annual external audit and related reporting to comply with statutory and other regulatory requirements.
- Recommends revenue generating activities ensuring rates are reviewed and updated annually.
- Provides advice and financial analysis to senior management as required; plans, prioritizes and directs numerous concurrent projects through all phases from planning to implementation and evaluation.
- Represents FH to government through participation on external committees, organizations and in advisory activities as appropriate and attends meetings of the Finance and Audit Committee and Board, as required.
Qualifications
Education and Experience
Master's degree in Business Administration or a related discipline and a recognized accounting designation (CPA), plus ten (10) years' recent related accounting experience in a senior management role, including five (5) years' related comptroller responsibilities in a large complex organization.

- Demonstrated ability to develop and maintain rapport with internal and external stakeholders

- Demonstrated judgment and decision making capabilities including the ability to manage priorities and deadlines
- Demonstrated ability to operate related equipment including related software applications
- Physical ability to perform the duties of the position.
