Senior Business Analyst

Job Description:

On behalf of our client, we are seeking an experienced Senior Business Analyst to join their Program Delivery Office on a 12-month term contract (with potential for extension). The immediate focus will be on a key initiative involving the implementation of a hazardous materials tracking and inventory management system, migrating from legacy on-premises solutions to modern cloud-based platforms.

The Senior Business Analyst will collaborate closely with Senior Project Managers, Solution Architects, stakeholders across departments, and project teams to drive business analysis, requirements definition, solution design, and delivery. This is a people-oriented role requiring exceptional stakeholder management, relationship-building, and the ability to navigate complex requirements in a dynamic, high-stakes setting.

Responsibilities:

• Lead business analysis activities for assigned projects, including planning, scheduling, and monitoring BA deliverables.

• Conduct thorough business process discovery, current-state analysis, gap identification, and future-state design to align solutions with organizational goals and value.

• Facilitate large-scale requirements gathering through workshops, interviews, and working groups; document business, functional, and non-functional requirements (including BRDs, FRDs, and process/data models).

• Partner with architects to develop current/future-state architectures, data flows, integrations, and process maps.

• Prepare and support RFIs/RFPs, including defining requirements, developing scoring criteria, and managing evaluation processes.

• Provide leadership in testing activities, including developing test cases, guiding user acceptance testing (UAT), system testing, and validating results.

• Support change management, training material development, and stakeholder communication to ensure smooth adoption.

• Analyze risks, issues, options, costs/benefits, and recommend implementation strategies.

• Mentor junior analysts, advise on methodologies (waterfall/agile), and contribute to continuous improvement of BA practices.

• Maintain knowledge of the organization's technical and business environment to ensure strategic alignment.

Qualifications:

• Undergraduate degree in a relevant discipline (IT, Business Administration, or related field preferred).

• Minimum 8+ years of progressive business analysis experience in complex IT environments, ideally in public sector or large organizations.

• Proven hands-on experience migrating legacy on-premises systems to cloud-based solutions.

• Demonstrated expertise in RFP/RFI preparation, evaluation, and vendor selection processes.

• Strong track record in large-scale stakeholder management, requirements elicitation, and leading test activities.

• Experience with COTS implementations, integrations, data migration, enterprise architecture, and change management.

• Proficiency in business process modeling, requirements documentation, and tools for diagramming (e.g., process maps, data flows).

• Knowledge of agile and waterfall methodologies; certifications (e.g., CBAP, PMP, Change Management) are assets.

• Excellent communication, facilitation, leadership, consensus-building, and conflict-resolution skills.

• Ability to work in a fast-paced environment, manage multiple priorities, and meet tight deadlines.
