The City of Toronto's Social Development Division drives transformative change to achieve stronger, safer and more resilient communities and neighbourhoods. The division leads the City's equity and inclusion, poverty reduction, and community safety strategies, and works to advance equitable outcomes for Toronto residents.

Reporting to the Executive Director, Social Development, as Director of Community Safety & Wellbeing you lead a multi-disciplinary team of program, policy, research, and community safety professionals in supporting and implementing multi-sector community safety collaborations, and prevention and intervention strategies to address root causes to issues negatively impacting community safety and wellbeing in Toronto.

As Director of Community Safety & Wellbeing, you will lead innovative strategies and partnerships that drive meaningful policy change at the municipal level. Your ability to build strong relationships with decision-makers across sectors, including Council, community leaders, and institutional partners, will be key to advancing integrated approaches that create real-life impact for Toronto residents.

You will oversee and motivate a team that works closely with partners such as Toronto Police Service, Toronto Community Housing, Toronto District School Board, Toronto Catholic School Board, the Ministry of the Attorney General, and the Toronto Transit Commission. Together, you will design and implement collaborative solutions that address the root causes of safety challenges. Grounding every conversation in lived experience and data-driven insights, you will ensure that programs and policies reflect the realities of Toronto's communities while enabling real-time decision-making and continuous improvement.

What you Bring to the Role:

You are a strategic, inclusive leader with deep experience in community safety and equity-focused change. You know how to balance grassroots engagement with high-level strategy, and you thrive in complex, multi-sector environments. Your ability to influence, build trust, and lead transformative initiatives will set you apart.

  1. Considerable senior leadership experience guiding multidisciplinary and diverse teams.
  2. Extensive experience developing and executing complex strategies that enhance community safety and well-being, ensuring measurable outcomes and stakeholder alignment.
  3. Experience leading in change management and cultural transformation within large organizations.
  4. Expertise in outcome metrics, reporting, and driving measurable results.
  5. Strong ability to influence and build collaborative relationships across diverse stakeholders and sectors.
  6. Skilled in conflict resolution, group facilitation, and balancing political and community interests.
  7. Knowledge and experience working within community safety systems, including policing and justice.
  8. Proven success in leading multi-sectoral programs and motivating large, diverse teams.
  9. Ability to manage competing priorities, meet deadlines, and oversee budgets effectively.
  10. Lived experience as an Indigenous person, Black or racialized person, LGBTQ2S person, newcomer, or person with a disability is a strong asset.

A Qualified List of candidates will be established
for the DIRECTOR COMMUNITY SAFETY & WELLBEING position in the Social Development, Finance & Administration division and will be in effect for 24 months from the date the list is created. Qualified candidates on the list may be considered when filling future permanent and/or temporary vacancies in this position.
