What is the Opportunity?We're looking for a Finance Clerk – Utilities who's ready to play a vital role in delivering accurate, dependable utility services for our community. This position is at the heart of how the city manages utility accounts — ensuring residents and businesses are billed correctly, supported consistently, and served with care.
This isn't just a data-entry or transactional role. It's an opportunity to develop strong expertise in utility billing, financial administration, and customer service within a municipal environment. Your work will connect directly to essential services residents rely on every day, from water usage to billing accuracy and account management.
As the Finance Clerk – Utilities, you'll work closely with the Utilities Manager and internal partners across the organization to keep utility accounts running smoothly and efficiently. You'll be trusted with independent responsibilities, clear ownership of your work, and the satisfaction of knowing your attention to detail helps support the City's financial integrity and service delivery.
What will you do?As the Finance Clerk – Utilities, your work will directly support revenue services while providing clear, professional service to residents and businesses. Additionally, you will:
Administer residential and commercial utility accounts, including account setup, changes, and closures, ensuring customer information is accurate and complete.
Load and manage meter read data for each billing cycle, generate utility bills, and ensure billing is issued accurately and within required timelines.
Review, analyze, and resolve billing irregularities, applying penalties, NSF charges, and supporting payment plan processes in accordance with policies and bylaws.
Balance utility subledgers and reconcile accounts receivable, deposits, and payment plans to the general ledger and banking files.
Process utility-related transactions such as deposits, refunds, automatic payment files, and commercial meter adjustments.
Provide consistent customer service support by phone, email, and in person, explaining billing processes, payment options, and account-related inquiries clearly and professionally.
Work closely with internal teams including Collections, Public Services, and Tax to support account accuracy, service coordination, and timely issue resolution.
You are detail-oriented, dependable, and take pride in doing things right the first time. You enjoy structured work, established processes, and contributing through consistency and accuracy. You bring:
A minimum of three (3) years of experience in finance, accounting, billing, or administrative role involving financial data, customer accounts, or transactional processing
Strong organizational skills and a high level of attention to detail, with the ability to manage multiple tasks and deadlines accurately
Comfort working with numbers, billing data, and financial records, including reviewing information for accuracy and resolving discrepancies
Experience providing customer service in a professional environment, with clear, respectful communication in person, by phone, and in writing
The ability to work independently while collaborating effectively with internal teams and stakeholders
Basic accounting or financial administration knowledge gained through education or practical experience
Proficiency with computer systems, including financial or billing software, and the ability to quickly learn municipal systems and processes
