The Downtown Portfolio Consultant is a strategically critical role within the Downtown Strategy team, established to bring senior-level real estate expertise to the City's downtown revitalization efforts. This position leads key initiatives under the Downtown Calgary Development Incentive Program, which currently manages $200M in combined City and Federal funding. The role requires deep industry knowledge, sophisticated negotiation capabilities, and a strong understanding of market dynamics to successfully deliver complex, high-profile projects such as office-to-residential conversions and post-secondary conversion program. Primary duties include:

  • Lead the development of short and long-term real estate initiatives focused on downtown revitalization.
  • Initiate feasibility studies, budgeting, options analysis, and project implementation plans.
  • Lead projects that have citywide economic and urban impact, requiring advanced project management and business planning expertise.
  • Develop long term Business Unit goals and strategies in collaboration with the DTS Leadership team to ensure a clear and cohesive land strategy is achieved.
  • Program design, implementation and management of the office-to-residential and post-secondary conversion initiatives.
  • Application review, evaluation of legal and financial due diligence, preparation of recommendations for the Incentives Approval Committee.
  • Provide expertise including negotiating and administering funding agreements, and coordinating legal resources as required.
  • Negotiate complex, multi-million-dollar Funding Agreements, requiring senior-level Real Estate expertise, financial acumen and risk assessment skills.
  • Monitor construction progress and compliance with project key requirements to ensure Downtown Strategy goals are met.
  • Coordinate with internal and external partners, including brokers, developers, and advisory committees (RESAC, NAIOP, CREW, etc.), to align projects with private industry efforts and maximize program benefits.
  • Influence citywide strategies and policies using real estate technical knowledge and industry relationships. This includes synthesizing complex data, proformas and reports into actionable recommendations, positioning the role as a central advisor within the Business Unit.
  • Coordinate with Finance and Legal teams to meet business needs, such as legal and financial due diligence, preparation of Funding Agreements and funds disbursement.
  • Provide guidance and mentor team members, which include Research Analysts and new employees to ensure effective project execution and staff development.
  • Lead initiatives, coordinating cross-departmental teams and project activities to ensure effective execution within agreed timelines.
  • Assess and Identify staffing needs, support the recruitment, interview and onboarding process.
  • Act on behalf of the Leader, Downtown Investments during absences. Participate in business unit leadership team meetings and perform any required responsibilities.
  • Work with communications and marketing teams to ensure consistent and aligned messaging for both internal and external partners regarding project progress and outcomes.
  • Interpret and translate complex reports from internal and external resources into readily understandable terms and concepts.

Qualifications

  • A degree in an area such as Arts/Bachelor of Science in Economics, Business, Finance, Commerce and/or Real Estate plus at least 5 years' experience including at least 3 years in an industry related to real estate or land development.
  • Past experience with proformas and cashflows is required.
  • Success in this position requires project management expertise, equivalent experiences, demonstrating the ability to plan, coordinate and deliver initiatives effectively.
  • Strong leadership and team skills and well developed negotiation skills.
  • Excellent communication skills; the ability to work and communicate within a group setting; well developed interpersonal skills and business acumen; a high degree of accuracy when working with documents; ability to manage projects; ability to communicate effectively in a public forum and be effective at building partnerships and relationships with partners.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Days of Work: This position typically works a 5 day work week, with 1 day off in each 3 week cycle.
