Overview

This is a technical and regulatory assessment role, requiring sound knowledge of the design, installation and operation of plumbing, gas and sewer systems, as to evaluate their compliance to adopted regulations, codes, standards and City bylaws.   The position reports to the Coordinator, Plumbing and Gas Inspections and requires considerable independence and judgment when making technical and regulatory decisions, while consistently interpreting the wide ranging scope of requirements applicable to all building classes and project complexities throughout the City. This role requires demonstrated ability to work at a level expected to mentor and support the work of newer inspectors, Plumbing Officials and Safety Officers.

Examples of key responsibilities include, but are not limited to:
  • Inspection and assessment of all plumbing, gas, water, and drainage installations.
  • Review of plans and project submission for permit issuance
  • Administer the technical compliance verification of the City's Cross Connection Control Program.
  • Deal with contractors and public with regards to plumbing, gas, water and drainage inspections and issues arising from these inspections.
  • Research existing plans and records, and review plans prior to inspection.
  • Maintain accurate records and files for future reference of all plumbing & gas inspections.
  • Support the development of new inspectors (as a function of experience).
  • Represents the department for special projects
  • Investigate incidents
Knowledge, Skills & Abilities:
  • Thorough knowledge of plumbing, gas-fitting and sewer-connection codes and standards and the bylaws related to same.
  • Thorough knowledge of the methods, practices, materials, tools and equipment used in the plumbing and gas trades. 
  • Must be able to communicate clearly and effectively in both verbal and written form
  • Ability to understand and coordinate all phases (design, installation and operation) of building plumbing, gas and/or sewer systems, and to act as a resource to external and internal contacts on such systems.
  • Must possess strong customer service, coaching and problem solving skills
  • Ability to establish and maintain effective working relationships and customer service with owners, trades, contractors and others and enforce rules and compliance with tact and diplomacy. 
  • Ability to understand and interpret building plans and recognize requirements related to plumbing, gas and sewer installations and disposal systems.
  • Ability to use smart phone, computer, and software applications, such as Microsoft Word, Excel and Outlook, and ability to learn  similar property records management system and (GIS) Geographical Information System 
  • Ability to perform all duties under minimal technical supervision
  • Ability to prepare clear, concise reports and to prepare and present evidence in court
  • Ability to acquire and apply knowledge of the departmental policies, procedures, and practices related to the work.
  • Ability to successfully clear a Police Information Check, and review of driving record.
Qualifications and Experience:
  • Completion of Grade 12 or equivalent, supplemented by completion of a recognized apprenticeship in plumbing. Possession of a valid BC Class B Gas Fitter Certificate of Qualification and a minimum of five (5) years of work experience as a journeyman plumber and gas fitter is required.
  • Qualification or Certification to BOABC Plumbing Level 1, or ability to achieve qualification within three months of starting in position or eligibility for qualification through the Building Official in - training program. 
  • Experience working in a municipal environment is considered an asset.
  • Certification as a Local Gas Safety Officer by Technical Safety BC within three months of starting in position
  • Valid Class 5 Driver's License for the Province of British Columbia.
Working Conditions:
  • The work is performed in both office and outdoor environment with occasional exposure to conditions requiring the ability to identify hazards (e.g. working in environments with moving vehicles and equipment, uneven surfaces, working at heights, environmental hazard conditions).
  • The incumbent will be required to operate a vehicle on a regular basis, usually within the municipality.
