What you'll do:

Strategic Direction and Planning

  • Provide leadership, expertise, development, planning, and evaluation of SCIC's Strategic Plan.

  • Facilitate strategic planning workshops with the executive management team and cascade throughout the organization, ensuring alignment with Government of Saskatchewan's guidelines and direction.

  • Develop strategic planning best practices and processes for enterprise risk management and environment scanning development on a yearly basis. Develop risk matrices and advise the executive management team and senior leaders on action planning to address strategic and operational risks. 

  • Facilitate and provide leadership oversight for all divisions and/or unit plans to ensure alignment with the Corporation's Strategic Plan and best practices. 

    Public Consultation and Engagement

  • Responsible for the Corporation's Public Engagement Framework. Ensure all public engagement is developed under the guise of the framework; revise as necessary based on industry and government best practices. 

  • Develop and provide strategic oversight on leading public engagement strategies and focus group modelling and facilitation.

  • Design, develop and implement customer service/engagement and industry engagement strategies, plans, initiatives and activities. 

    Client Experience & Performance Management 

  • Design client experience surveys and advise divisions on effective research techniques to achieve defined outcomes.

  • Provide advice and guidance to executive management on evaluation techniques and data interpretation and extrapolation for strategy development purposes and provide leadership, oversight and guidance with respect to SCIC's client experience and employee performance measures, targets and surveys.

  • Lead and conduct in-depth external and internal research and analysis and make recommendations on areas of sensitive topics; such as, the effectiveness of programs/services.

  • Provide data analytics to Operations teams and subsequently develop plans, which may include changes to policy or procedures, training opportunities and other necessary initiatives to respond to survey results. This involves understanding data and evaluation techniques to interpret data and develop plans to address gaps or capitalize on opportunities. 

    Business Continuity Planning

  • Strategic Oversight and Governance: Define the overarching structure of the Business Continuity Plan (BCP), ensuring alignment with SCIC's strategic objectives and regulatory requirements.

  • Establish governance mechanisms to ensure plans are current, tested, and integrated across divisions. 

  • Coordinate with executive leadership to assign ownership of shared documents and ensure version control.

  • Lead the creation and periodic review of continuity plans across all business units, ensuring they reflect current processes, technologies, and organizational structures.

  • Ensure plans include critical components such as risk assessments, business impact analyses, recovery strategies, and communication protocols.

  • Participate in provincial Continuity of Community of Practice meetings and other provincial workshops to ensure SCIC's compliance with provincial BCP practices.  

    Build Improvement Capacity

  • Facilitate evaluation, improvement and innovation across the organization through processes and techniques. 

  • Provide ongoing support for reporting on continuous improvement initiatives or "red tape" reviews as defined by the Government of Saskatchewan through the Ministry of Trade and Export Development. 

  • Represent, where applicable, SCIC on all government-wide continuous improvement committees/communities of practice and provide the necessary reporting and presentation to the appropriate Government ministries and senior leaders. 

  • Provide on-going reporting and storytelling on SCIC's continuous improvement and innovation initiatives. 

Qualifications:

To be successful in this position you will need a university degree in Business Administration, Commerce or Public Administration with three years' experience in marketing, facilitation, strategic planning and evaluation measurements and techniques OR a Diploma in Business Administration with 5 years' experience in marketing, facilitation, strategic planning and evaluation measurement and techniques Must have, or be in the process of obtaining Certification in the International Association of Public Participation (IAP2).  Other qualifications include:

  • The ability to develop and maintain excellent working relationships with senior management at SCIC and within government, industry, and producer groups. 

  • The ability to influence and to move effectively from strategic planning to action, implementation and evaluation.

  • Communication and interpersonal skills, with the ability to communicate complex concepts to senior leaders and senior government officials.

  • Decision making and problem-solving skills with the ability to foresee and apply good judgement.

  • Facilitation, planning, project management, change management, performance evaluation, or other continuous improvement certifications would be considered an asset.
  • A criminal record check is required.
  • Should the successful candidate participate in the Crop Insurance or AgriStability Programs, their account must be in good standing.
