Position Description:

  • Key lead for managing and maintaining the corporate asset management plan, program and supporting policies.
  • Developing and supervising long-term asset management strategies, and inventory controls for all assets, including fleet, buildings, and site infrastructure
  • Responsible for ensuring the County adheres to its legislative requirements set out in Ontario Regulation 588/2017, passed pursuant to the Infrastructure for Jobs and Prosperity Act, 2015
  • Reinforcing the commitment to the "Strategic Asset Management Policy" and reviewing/updating same as required.
  • Caretaker of Norfolk County's inventory of "core assets" (roads, bridges, culverts, water, storm water and wastewater infrastructure)
  • Development and execution of sustainable methodologies for defining and measuring levels of service, complete with a financial strategy for achieving and maintaining desire service targets.
  • Maintenance and refreshments of the County's Asset Management Plan which includes level of service targets, and a lifecycle management strategy supported by a long-term financial plan.
  • Develop, implement and monitor best practices for the following key actions involved in asset management:

  • Routine inspections and condition assessments

  • Development and execution of data driven routine maintenance programs intended to optimize asset service life
  • Planning and forecasting of data driven rehabilitation/renewal programs intended to achieve/maintain defined service levels
  • Development and maintenance of the supporting financial model necessary achieve and sustain adopted service levels

  • Integrate technical audits, lifecycle replacement analysis and growth resourcing forecasts to develop and recommend a detailed annual and 10-year capital plan (in compliance with PSAB 3150)

  • Develop capital reserve plans for major assets and facilities founded on forecasted replacement/rehabilitation needs.
  • Research and forecast asset management trends, projecting current activities and programs into longer term needs
  • Identify gaps, opportunities, and risks associated with current infrastructure management approaches and recommended improvements to address same.
  • Champion the embedment of a continuous improvement culture that embraces the adoption of change to achieve efficiencies in supporting service operations on an ongoing basis
  • Research and prepare staff reports for Council related to capital asset management
  • Assist in the preparation of the County's Capital and Operating Budget and related schedules
  • Perform other duties as assigned.

Requirements
Knowledge and Experience:

  • Post-secondary education in Civil Engineering, Business, Finance or related discipline. Professional accreditation within the applicant's area of expertise is required.
  • Two (2) years of relevant and progressive work experience, preferable in a municipal government, including project management experience in asset management, developing and implementing strategic planning and capital programs
  • Knowledge of Canadian and international asset management standards and best practices with a focus on the municipal sector

Skills and Abilities:

  • Working knowledge of the Infrastructure for Jobs and Prosperity Act and companion Regulation 588/17, the Public Sector Accounting Standards (PSAS), and relevant portions of the National and Ontario building codes, Ontario Fire Marshall's regulation, Insurance Advisory Council regulations, The Planning Act, Development Charges Act, Occupational Health and Safety Act, and other related legislation, policies, and regulations
  • Experience working with diverse teams including engineers, operations staff, management and Council
  • Excellent time management / organizational skills
  • Excellent computer skills and experience working with financial software (Microsoft Dynamics GP would be considered an asset)
  • Knowledge of evidence-informed practices in all areas asset management
  • Excellent or and written communication skills
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
