*Role Responsibilities*
R eporting to the Director-Kananaskis Region, this dual role as the Kananaskis Improvement District (KID) Chief Administrative officer and Kananaskis Emergency Services (KES) Manager is unique to government. As the KES Manager, your responsibilities will include managing a multi-disciplinary team required for effective emergency preparedness, delivery of emergency services, dispatch, fire protection and Occupational Health and Safety Programs. As KID Chief Administrative Officer, you will work directly with four elected and two minister appointed members of council to deliver a prescribed set of programs as defined through Ministerial orders. In this role, you will be responsible for the effective administration of the Kananaskis Improvement District in accordance with the Municipal Government Act and within the authority delegated by the Minister of Municipal Affairs and the Minister of Environment and Parks. You will be directly responsible for the communication and coordination of the Kananaskis Improvement District Council and the effective delivery of municipal services.

Furthermore, you will be responsible for managing a combined KID/KES budget of approximately $4 million and a staff compliment of 15 permanent staff, up to 30 paid on call firefighters and 4 wage KES communications officers. This position will require extensive travel throughout the Kananaskis Region and at times provincially.

Qualifications
University degree in a related field (Public administration, Environment, park or recreation management or municipal management) supplemented with a minimum of four years' progressive experience, preferably in park and municipal operations, financial management, contract administration and/or project management.

Equivalencies will be considered on the basis of one year of experience for one year of education.

Preference will be given to candidates who have extensive knowledge and demonstrated experience with Parks Division and Kananaskis County programs, legislation, policies, procedures and management plans. General business knowledge and experience with operational and management decision making processes and procedures is also required.

Note: A valid Class 5 driver`s license is required.

  • Skilled in strategic planning for municipal services and emergency operations.
  • Able to make accurate, timely decisions under pressure and in high-risk situations.
  • Strong problem-solving abilities to create solutions when no precedent exists.
  • Excellent written and verbal communication with staff, Council, partners, and the public.
  • Effective collaborator with government ministries, agencies, and external stakeholders.
  • Proven financial management skills for operating and capital budgets.
  • Strong project management abilities for capital projects and operational programs.
  • Solid knowledge of the Municipal Government Act and municipal legislation.
  • Skilled in emergency management planning, coordination, response, and recovery.
  • Strong conflict-resolution and negotiation skills for sensitive or challenging issues.

Assets

  • Certified Local Government Manager designation.
  • Experience with Safety Codes, land use compliance, and development approvals.
  • Experience working with elected officials.
  • Advanced emergency operations training.
  • Experience in public sector or municipal financial reporting standards.
  • Knowledge of Parks Division and Kananaskis Country programs.
  • Experience leading OH&S committees or safety initiatives.

Additional Position Details*

  • This is a full-time permanent opportunity in Kananaskis with the option of working for up to 2 days a week in Cochrane or Canmore.
  • This position works Monday to Friday, 8:15 AM-4:30 PM, 36.25 hours a week.
