Shape the Future of Ontario's Digital Health Systems
Join a dynamic team at the forefront of Ontario's digital transformation in healthcare. As a Lead Systems Developer Tester within the Payment and Registration I&IT Solutions Branch (PRSB), you'll play a key role in ensuring the reliability and performance of critical IT systems that support the registration of eligible Ontarians for the Ontario Health Insurance Plan (OHIP).
About Us:
The Payment and Registration I&IT Solutions Branch (PRSB), part of the Health Services I&IT Cluster (HSC), is responsible for the development, maintenance, enhancement, and modernization of core I&IT solutions that support the OHIP program. These mission- and business-critical systems include registering eligible Ontarians for OHIP and associated health insurance-related programs, medical claims payments to service providers, and integrating with systems operated by external stakeholders. The HSC is also accountable for designing, testing, and improving I&IT business solutions for the Ministry of Health, the Ministry of Long-Term Care, and the Cluster itself.
As part of our team, you will:
- lead testing teams on small to medium-sized I&IT projects and contribute to larger initiatives
- serve as an expert member in testing cost-effective information technology solutions and services
- coordinate testing activities with solution vendors and ministry stakeholders
- apply your technical and systems expertise to troubleshoot and resolve client issues
- acquire knowledge of the OHIP Program and its system integrations to assess client requirements, advise stakeholders, and review technical work/deliverables
- drive modernization efforts, including IBM DataPower, Mainframe technologies, and OHIP system optimization
- support critical systems such as the Medical Claims - Electronic Data Transfer (MC–EDT), and Health Card Validation

What you bring to the teamTechnical knowledge and skills:
You have knowledge and experience in:
- mainframe, client/server, n-tier, and cloud environments, including batch and online transaction processing applications, Internet/Intranet applications, and corresponding testing software
- I&IT technologies (e.g, software, data, applications, middleware, and security), tools, techniques, and methods such as systems analysis, design, development, testing, implementation, installation, operations, capacity planning, performance and security management, and DevOps pipelines
- all phases of testing across various platforms (mainframe, client/server, n-tier, microservices, Internet/Intranet, and Cloud native applications), including representative programming languages and tools (e.g., COBOL, JCL, Cognos, Java, HTML, XML)
- relational database technologies and retrieval using SQL and other query languages
- standard debugging, test automation, and testing techniques at different levels (unit, integration, system, UAT), including automated and performance testing
- industry-standard SDLC methodologies (e.g., DevOps, Agile, CI/CD, Rapid Application Development, Waterfall and Iterative) and other techniques (such as Service-Oriented Architecture, Software as a Service and other architecture and design patterns)
You can:
- design, develop and/or oversee development of comprehensive system testing documentation, implement enhanced systems, and recommend improvements to existing test procedures
- review and develop project plans, design proposed test strategies for review, and oversee the testing of programs, systems, and user and operational documentation
- engage stakeholders in discussions about I&IT program/service delivery needs, requirements, goals, objectives, and priorities
You can:
- assess business requirements and design test strategies for mainframe, client/server, n-tier, and cloud-native I&IT solutions that are cost-effective and improve program and service delivery
- determine all relevant technical requirements, resources, and cost estimates for testing business solutions, applications, or significant components
- lead testing activities by researching, planning, analyzing, and evaluating current and alternative technologies to ensure technical, operational, and service requirements are met
- schedule, monitor, and evaluate testing activities
- provide timely, well-researched, and innovative testing recommendations
You can:
- lead small to medium-sized teams and develop or maintain project plans, schedules, cost and resource estimates, and staffing requirements
- develop and recommend the implementation of HSC-developed business solutions that meet quality standards
- train and support business clients and support staff following the implementation of new or modified solutions
You have the ability to:
- understand and interpret client business environment and relevant legislation, such as Freedom of Information and Protection of Privacy Act (FIPPA), Accessibility for Ontarians with Disabilities Act (AODA), and Personal Health Information Protection Act (PHIPA)
- acquire knowledge of I&IT procurement practices, standards, policies, and directives
