The Public Guardian and Trustee of Saskatchewan (PGT) is seeking a confident, highly motivated and well-organized individual with supervisory experience for a challenging supervisor position in the Children and Youth Services (CYS) unit. The Children and Youth Services unit is responsible for the protection of legal and financial interests of children and youth under the age of 18.

You will be responsible for:

  • Managing approximately two Trust Officers and an Assistant Trust Officer, which includes providing training, assigning files and managing caseload, supervising staff, providing direction, mentoring and instruction, coaching and team building, performance evaluations, and constructively resolving conflicts and disagreements within the unit.
  • Providing leadership and ensuring the delivery of high-quality client services including monitoring the quality of the program delivery and managing staff performance issues.
  • Hiring new Trust Officers and Assistant Trust Officers as well as preparing any probationary documentation for sign-off and approval by management.
  • Assisting trust officers and assistant trust officers with the completion of workplans which includes recognizing possible goals and education/training needs.
  • Developing training documentation for the unit.
  • Review and identify any gaps or needs in policies then create, update and implement written policies for the CYS unit.
  • Managing projects and leading new initiatives in the CYS unit.
  • Contributing to the development of policies and initiatives for the entire PGT office as a member of the offices' management team and policy committee.
  • Building and maintaining effective working relationships within the PGT as well as with other government Ministries and stakeholders to accomplish the CYS unit goals.
  • Completing supervisory file reviews on trust officer files.
  • Carrying out the necessary strategic planning for the unit, maintaining and reviewing statistics, evaluating performance reviews and preparing briefing notes and responding to any Ministerial referrals.
  • Decision-making and providing directions to Trust Officers to ensure the legal and financial interests of children and youth are protected including with respect to estates, personal injuries, benefit programs and management of the trust accounts on behalf of children and youth.
  • Reviewing and assisting Trust officers to monitor trust funds held on behalf of a child or youth outside of the PGT, including detailed analysis of accountings for those funds, to ensure they are invested in accordance with The Trustee Act.
  • Managing the RDSP program for long term and permanent ward of the Ministry of Social Services including reviewing eligibility and establishing RDSP accounts for the long term and permanent wards and coordinating with bank officials.
  • Reviewing, approving and assisting trust officers to determine the amount of funds to be received by the PGT in trust for the child or youth and managing any payments from the trust fund for the child or youth funds consistently with The Public Guardian and Trustee Regulations and policies.
  • Supervising trust officers to ensure that the children and youth's interests in estates are dealt with in accordance with legal rules including where the child or youth may have a legal claim against the estate.
  • Interpreting wills and trust deeds to determine the interests of children and youth.
  • Analyze relevant legal documents to ensure children's interests are protected where there is a sale, lease, mortgage or other disposition of real estate where they have an interest and prepare documentation and recommendation to consent to sales on behalf of children and youth.
  • Managing the role of the PGT as a property guardian for children who are permanent or long-term wards of the Ministry of Social Services including coordination of programs between the PGT and the Ministry of Social Services and ensuring the children and youth obtain their appropriate benefits including an RDSP, CPP death benefit and any legal claims.
  • Communicate with parents and lawyers throughout the province regarding the analysis and requirements of the PGT regarding administration of estates, management of trusts and settlement respecting other legal claims including CPP death benefits, SGI accident benefits and personal injury claims, where the child or youth has a beneficial interest.

The successful candidate must have experience developing policies and procedures within the government and involvement in strategic planning and training for a work unit. The successful candidate will bring leadership and team building skills to the position.

The successful candidate will have outstanding interpersonal and communication skills to develop effective working relationships with parents, children and youth, lawyers, financial institutions and the public. You must have excellent written and verbal skills with the ability to engage individuals who may be defensive, resistant, confused or may display a wide range of emotions or aggressive behavior.

Knowledge of accounting principles and practices with a working knowledge of trust investments is critical to this position.

You will also have knowledge of basic government structure, the legal system and processes, operations, policies and procedures.

The position involves a substantive understanding of estate and trust law as well as legal rules related to guardianship of a child or youth. You must have an ability to understand and interpret Acts, Regulations policies and procedures along with the ability to provide clear, concise and accurate information and explanations verbally and in writing. Your ability to think creatively when solving unique issues and problems will serve you well in this position.

You must have knowledge of computer applications such as email word processing, spreadsheet software and experience with databases.

The knowledge and skills for this position would typically be obtained through several years of relevant experience in estate and trust law supplemented with relevant supervisory experience.
