The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.

The AEMA is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized "system" for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the coordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Our agency also works to ensure vital public services, such as government services and first responders, are available during a crisis.

Role Responsibilities

Reporting to the Director, Provincial Recovery Coordination, the Manager, Provincial Recovery Planning has the following responsibilities:

  • Leading the Hazard Assistance and Resilience Program qualification process including the development of recommendations and decision-making packages for financial and non-financial recovery initiatives that are presented to the Minister and Treasury Board for approval.
  • Leading recovery projects that support strategic initiatives and operational requirements for the Recovery Branch.
  • Leading the development and activation of the Provincial Recovery Coordination Centre and associated Recovery Plans, reports, exercises, and lessons learned activities.
  • Leading the development, maintenance, and implementation of the Provincial Recovery Framework.
  • Leading a team to be high functioning, with motivated and engaged staff working toward achieving common business goals.
  • As required, work in the Provincial Emergency Coordination Center during emergencies in order to coordinate provincial emergency response efforts and/or support/advise/assist government ministries, municipalities, Metis Settlements, and/or other organizations.
  • Supporting the Director, Provincial Recovery Coordination, in leading the Unit operations in line with AEMA, department and GoA policies, priorities, and programs.

Qualifications

Required: University degree in Disaster & Emergency Management, Public Administration, Project Management, or related PLUS four years related or equivalent as described.

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.

For Example:

Related 1 year certificate PLUS a minimum 7 years of experience.

Related 2-year diploma PLUS a minimum 6 years of experience.

Related minimum 8 years of experience.

The successful candidate MUST also have:

  • A minimum of 2 years experience in a management/supervisory role.
  • Demonstrated experience with planning and project management.
  • Experience in stakeholder relations and network building.
  • Ability to work non-standard hours with short notice for extended periods of time (i.e. weekends, evenings, nights, holidays etc. at time of incident).

Assets:

  • Knowledge of emergency management frameworks (Canada and Alberta), the Disaster Assistance Directives (DAD) and the federal Disaster Financial Assistance Arrangements (DFAA).
  • Knowledge of the government financial policies, standards and process, including budget management.
  • Knowledge of the mandates of provincial ministries and how they could link with recovery.
  • An understanding the role of municipalities, federal government, non-government organizations and the provincial government in recovery initiatives in Alberta.
  • Experience in emergency management-based projects and initiatives.
