What you can expect from this position:
Reporting to the Manager, Security Regulatory Compliance, this position is responsible for the compliance oversight of the Airport Security Program at Toronto Pearson, which includes collaboration with internal and external stakeholders to provide regulatory guidance, determine security practices, procedures are documented appropriately, oversight of implementation, and support continuous improvement aligned with industry best practice and Transport Canada regulations.
As an Officer, Security Programs, you will:
- Maintain the Airport Security Program (ASP) to satisfy the aviation security regulatory requirements of Transport Canada.
- Review security intelligence, legislative publications, risk and impact studies/reports, and industry literature to confirm all airport security activities are applied in accordance with the Airport Security Program and regulatory requirements.
- Review and assess the efficacy and efficiency of airport security processes, through assessments, inspections, and the participation in Security Management Systems (SeMS) processes, in collaboration with security and operational teams and provides recommendations for compliance to Transport Canada requirements.
- Oversee resolution of any Transport Canada identified compliance issues, including investigation into allegations and preparation of response in collaboration with senior leadership.
- Support the planning of exercises, construction, activities and events by providing regulatory guidance and preparing necessary documentation to be submitted to Transport Canada (notification letters, exemption requests, applications, etc.).
- Review and verify airport security programs and plans (on a cyclical basis or when something changes) in collaboration with the security operations team, to ensure the documentation matches the operation and that the operation meets or exceeds the legislative requirements. Ensure documentation is well written, uniform, and integrated.
- Act as the airport security legislative subject matter expert, providing regulatory and policy guidance by consulting with internal and external stakeholders about program requirements to ensure compliance.
- Contribute to the oversight of the Toronto Pearson Joint Intelligence Group and the Toronto Pearson Security Committee to ensure regulatory requirements of the committees' functions are being met.
- Organize and implement Toronto Pearson's security subcommittees, including development and delivery of presentations and preparation of notes to be escalated to other standing committees.
- Foster working relationship with Transport Canada aviation security officials to ensure alignment on legislative requirements, facilitate TC's inspections, demonstrate GTAA's compliance, and enable collaboration as required.
- Support external ICAO State audits of the regulator as demonstrated onsite at Toronto Pearson and airline corporate security audits where airport participation is required by preparing documentation and arranging site visits.
- Lead and project manage internal cross-functional working groups as required when security regulatory programs are introduced or changed to ensure compliance standards are integrated into operations.
- Track progress of and collaborate with stakeholders to develop goals, objectives, and training plans consistent with the Airport Security Program, GTAA policy, and regulations.
- Support efforts to ensure records and documentation are appropriately filed in Safety & Security SharePoint sites, in accordance with regulatory requirements and retention policies, appropriately managing document sensitivity classification and access restrictions.
This unionized position is classified at the Band 7 level, with an hourly wage of $45.97, based on a 37.5-hour work week. A test will be administered as a part of the competitive process.
This is the role for you, if you have:
- Five (5) years of comparable airport experience in, or a combination of, the following areas: aviation safety, aviation security, emergency management, airside operations, security operations, project planning, management, and oversight, security systems, and creating, editing, and interpreting legal or legislative documents.
- Experience working in a regulatory environment including applicable federal aviation and security regulations.
- Experience drafting, managing, and maintaining extensive program documentation.
- Experience with inspecting and root cause analysis.
- Experience in developing and implementing contingency plans & procedures considered an asset.
- University Degree / College Diploma and/or 5 years' airport
- Ability to obtain and maintain a D/A class AVOP permit.
- Ability to obtain and retain a Transport Security Clearance.
Knowledge and skills you bring, that set you up for success:
- Knowledge of Aeronautics Act, Canadian Aviation Security Regulations, Aerodrome Security Measures, ICAO Annex 17 GTAA security standards and policies, and aviation security best practice.
- Knowledge of airport security policy, programs, airport security operating procedures and related operational requirements.
- Knowledge of investigative, inspection and audit techniques and practices.
- Knowledge of the airport security systems such as access control, tenant programs, perimeter protection and GTAA future plans for development and subsequent impact on security operations.
- Advanced proficiency with Microsoft Office 365, emphasis on Word, SharePoint, PowerPoint, and Excel.
- Exceptional communications skills, including verbal with experience public speaking and written with experience formatting and editing.
- Strong attention to detail and organizational skills.
- Ability to collaborate effectively with technical subject matter experts in a variety of contexts, including distilling complex technical information to easily understand layman's language.
- General knowledge of Management Systems processes.
- Ability to research best practices inside and outside of aviation and adjust accordingly to meet the needs of the security programs.
- Strong prioritization and time management skills, ability to balance multiple high-stakes projects simultaneously and flexibility to adapt to changing priorities.
