Mission Statement:

The Elizabeth Fry Society of Kingston is a non-profit, volunteer based, direct service organization offering services to women in conflict with the law and to women facing financial and social barriers that may put them at risk of coming into conflict with the law. The Society actively advocates for progressive legislative and administrative reform of the criminal justice system and other institutions; presses for social change as a means of crime prevention; develops viable community alternatives to incarceration and other punitive criminal sanctions; empowers and supports women in pursuing and upholding their rights; conducts education to inform the public about issues that disadvantage women in the justice system; and encourages public participation in all aspects of justice or women.

Position Description:

In keeping with the gender-specific and anti-oppressive philosophies, programs, and policies of the Elizabeth Fry Society of Kingston, the QDC In-Reach Worker provides targeted, empathy-driven, and client-led support to criminalized women throughout their incarceration journeys at QDC and ultimately break the violent and destabilizing cycle of incarceration and release.

To do this, the QDC In-Reach Services Worker will engage incarcerated women in the following four areas of support and education:

Group programming: The QDC In-Reach Worker, in collaboration with E-Fry staff, QDC staff, and the Ministry of the Solicitor General, develops and implements group programming for incarcerated women, focusing on topics such as violence and victimization, as well as court support and education. Depending on interest, availability, and access to incarcerated women, the QDC In-Reach Worker facilitates each group once per week with 1-3 unique cohorts.

Court support and education: working with the CARE team, provide incarcerated women with programming and education on, and assistance navigating through, the court system.

System navigation and discharge planning: Upon release from custody, women must complete an overwhelming list of tasks in order to reintegrate successfully in their local communities, including: finding permanent, safe, and affordable housing; getting a job; looking for a doctor; connecting with welfare agencies; opening a bank account; applying for identification; finding transportation; and orientating to the community. The QDC In-Reach Worker, in collaboration with QDC Social Workers and the E. Fry Kingston W.R.A.P. & Housing Facilitator to assist incarcerated women in planning for their discharge as soon as possible, ensuring that these women have the supports and resources they need before their release.

Mental and emotional support: The QDC In-Reach Worker provides short-term mental and emotional support to incarcerated women regarding their experiences before and/or during incarceration, as well as their concerns for their lives upon release when needed in both group settings and one-on-one sessions, providing referrals where necessary.

Program and agency development: The QDC In-Reach Worker plays an integral role in the development of new programming and resource development for our Agency and the clients

Qualifications:

Post-secondary diploma or degree in a Social Sciences field.

Minimum of two (2) years' experience working with women in the criminal justice system and/or other groups of women and gender diverse people pushed to the margins. However, an acceptable combination of education, training and/or experience will be considered in place of some education and/or experience requirements.

Up-to-date knowledge of relevant legislation, such as Criminal Code of Canada, Correctional and Conditional Release Act, Ontario Mental Health Act, Courts of Justice Act; federal and provincial standards and policies, such as National Parole Board policies, Community Residential Facility Standards, and Criminal Rules of the Ontario Court of Justice; as well as provincial and municipal court protocols and procedures.

Driver's License, access to a reliable vehicle/transportation to and from QDC, and current CPIC and First Aid/CPR certificate are requirements. Enhanced Security Clearance will be secured upon hiring and is a requirement of employment.

Strong commitment to, and experience with, women and gender diverse people's intersecting needs and systemic issues, and familiarity with anti-oppressive frameworks.

Excellent oral/written communication skills, as well as analytical and problem-solving capacities.

Rate of Pay: $42,000 annual salary
