JOB SUMMARY
The Elections Office is responsible for the planning, implementation and administration of policies and programs for municipal elections as set out in the Municipal Elections Act, 1996, conducted to the highest standards of fairness, accessibility and accountability.
Under the general direction of the Program Manager, Elections, the Stakeholder Relations & Legislative Officer contributes to the overall objectives of the City Clerk's Office and the Elections Office by applying professional level, bilingual, communication skills in support of the city's objective to deliver customer service excellence. The Officer contributes by composing a wide variety of documents, as needed for written and verbal communication on behalf of the Manager, French Language Services and Municipal Elections and the Program Manager, Elections, and by undertaking other activities consistent with the responsibilities and activities described above.
EDUCATION AND EXPERIENCE
Completion of 3 year community college diploma in Communications or Administration
Minimum of 6 years of general office, administration and customer service experience with at least 1 year spent in a government office environment and 1 year supervisory experience
KNOWLEDGE
- The objectives, functions and responsibilities and organizational structure of the City of Ottawa
- Federal and provincial government responsibilities and issues
- Organizational structure of the City of Ottawa.
- Research methodologies including the ability to research the Intranet and Internet
- Dispute resolution techniques for the purpose of assessing client issues and seeking appropriate remedies
- General knowledge of cultural differences, including correspondence protocols
- MS Office Suite in a Windows environment
COMPETENCIES, SKILLS AND ABILITIES
- Strong skills in written communication: ability to use creative writing skills to compose messages, correspondence and other written information for the Mayor
- Strong skills in oral communication: ability to effectively deal with difficult situations and/or clients and to manage conflict
- Ability to exercise good judgement: exercise discretion, initiative, tact, alertness and maintain a high degree of confidentiality
- Organizational and time management skills, flexibility to plan, initiate, organize and prioritize own work and the work of others
- Effectively coordinate multiple demands, simultaneous investigations, conflicting priorities, pressures and deadlines
- Work with minimum supervision, interacting with internal and external individuals at all levels of management and professional areas from governments, agencies, community groups, political staff and other city staff
- Ability to apply principles of adult learning in providing advice and guidance in relation to work processes and environment to inexperienced or new employees, students and co-op students

WHAT YOU NEED TO KNOW
- Language Requirement:
- 2 Positions: English oral, reading, writing required.
- 1 Position: Designated Bilingual – specific level of language proficiency: French: oral, reading, writing required. English: oral, reading, writing required. Candidates who do not meet language requirements will be required to participate in training.
- You may initially be paid 95% of your starting rate of pay, in accordance with the terms and conditions.
- Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
