The Ministry of Natural Resources (MNR), Maintenance Production and Quality Control, Aviation Services Section is seeking a skilled and detail-oriented Shipping and Receiving Officer to support aviation operations by managing the flow of aircraft parts and materials. This role ensures compliance with Transport Canada and MNR regulations, provides group leadership to Inventory Management Officers, and maintains high standards of customer service, inventory control, and workplace safety.

Our Division:

The Provincial Services Division consists of four branches that deliver natural resource management services with a provincial scope. The division focuses on delivering high quality services, education, advice, and expertise to customers and clients so that our natural resources are protected and people can use them safely for recreation and economic activities now and in the future.

What we do:

  • Provide emergency management planning, preparedness, and response for the seven types of emergencies that Ministry of Natural Resources ("ministry") is accountable for: forest fires, floods, erosion, dam failures, unstable soils and bedrock, droughts/low water, and oil and gas emergencies.
  • Respond to wildland fires to prevent personal injury, economic impact, and social disruption while allowing for some fires on the landscape that provide beneficial ecological effects.
  • Provide non-scheduled air transportation for the Ontario Public Service (OPS). While more than half of the air fleet is dedicated to forest fire work in the summer, the multi-service air fleet also supports specialized wildlife surveys, enforcement, fish stocking, rabies prevention, and Premier and Lieutenant Governor travel.
About the job

As our Shipping and Receiving Officer, you'll be at the heart of aviation operations—coordinating parts, leading inventory teams, and ensuring compliance with national standards.

In this dynamic role, you will:

  • Certify and receive aircraft parts, ensuring compliance with Transport Canada and MNR regulations.
  • Coordinate shipments to field bases, vendors, and repair depots, including customs and export documentation.
  • Label and catalogue parts in accordance with Workplace Hazardous Materials Information System (WHMIS), Transportation of Dangerous Goods (TDG), and International Air Transport Association (IATA) regulations.
  • Maintain accurate inventory records, set stocking levels, and monitor vendor orders and surplus.
  • Generate reports and recommend procedural improvements.
  • Provide group leadership to Inventory Management Officers, ensuring timely part issuance, kit rebuilds, and repair logistics.
  • Liaise with field bases to fulfill part requests and resolve shipment issues.
  • Ensure customer service standards are met and comply with the Occupational Health and Safety Act.

Ability to lift up to 40 pounds (e.g., aircraft wheels, shipping boxes) and operate cranes, forklifts, and other lifting devices safely.

Mandatory requirements
  • Valid Class G Ontario Driver's License.
  • Ability to qualify for Transport Canada delegated authority to re-certify aircraft parts.
  • Ability to acquire Transportation of Dangerous Goods Certification.
Technical knowledge and experience:
  • you have knowledge and understanding of aircraft maintenance procedures to verify part numbers, anticipate related components, and manage inventory across MNR aviation bases;
  • you have demonstrated work experience in using large-scale aircraft inventory systems to receive, issue, and track parts;
  • you are familiar with Transport Canada regulations for aircraft part certification, purchasing policies, and customs regulations (Canada/USA);
  • you have knowledge and understanding of hazardous waste handling, and Liquid Fuels Handling Code to ensure safe and compliant shipping and storage (e.g. WHMIS, TDG, IATA)
Communication, interpersonal and group leadership skills:
  • communication skills are required to communicate tactfully and accurately with field staff, suppliers, couriers, and other agencies to process requests and coordinate shipments;
  • you can use diplomacy and tact to work effectively with internal teams and external partners, maintaining positive working relationships;
  • you can accurately follow operational procedures, complete shipping documentation, write reports, and correspond professionally with suppliers and service providers;
  • you have group leadership skills to provide direction and training, assign and monitor daily tasks, and ensure compliance with safety standards
Organizational and time management skills:
  • you have organizational skills to manage store operations, set priorities, redistribute workloads, and ensure effective service delivery across MNR aviation bases;
  • you can meet deadlines, monitor work quality, and recommend performance improvements
Computer skills:
  • you are proficient with using MS Office (Outlook, Word, Excel) and inventory management systems to manage stock, track orders, and generate reports
