IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.
Development is responsible for executing strategic land development opportunities that include the delivery of Transit-Oriented Communities (TOC), the use of surplus lands for social purpose outcomes (e.g., attainable housing, health care and long-term care), and the planning and delivery of landmark projects like the redevelopment of Ontario Place.
Position Purpose
Infrastructure Ontario (IO) is currently seeking a dynamic and strategic Senior Advisor, Development (SA) to join our Development division, with a planning specialization.
IO's Development Division Has Recently Transitioned From a Program-based Structure To a Phased Model. This Model Includes Three Core Phases
- Planning
- Transactions
- Implementation
Senior Advisors may be assigned to any of these phases based on organizational needs and their area of expertise. They will work in a client-facing capacity with internal and external consultants, key public and private partners, and subject matter experts to provide advisory services across the full project lifecycle.
The Planning team is looking for a SA to be responsible for projects related to Transit Oriented Communities (TOC); and will include exposure to real-estate deal environments for mixed-use commercial/retail/residential densification and project management of infrastructure development along major transit or transportation regions.
What You Will Do
- Work closely with a Director and a Vice President of TOC Subways/GO LRT to influence, coordinate, and manage the delivery of complex commercial real estate and development projects on behalf of the government.
- Conduct feasibility assessments on sites across the province, including strategy development, key partner engagement, site analysis, financial analysis, concept design and testing, issues identification, evaluation, and assessment.
- Oversee planning and development approvals for various projects and support the delivery of new innovative provincial planning frameworks and provide advisory services throughout the full project lifecycle.
- Provide strategic and technical support throughout the planning phase of IO's development projects and manage master planning, secure entitlements, and coordinate site due diligence and preparation works.
- Distill complex processes, analysis, and findings into clear, concise, and coherent reports, business cases, briefing notes, and presentations.
- Communicate and present analysis and recommendations to your director, senior leadership, government officials, and other key partners.
- Project manage high-profile, politically sensitive files, including set-up and management activities (e.g., work/resource planning, budgeting, reporting), client relations, advisor management, and internal IO staff management.
- Assist in obtaining formal government approvals, including Treasury Board submissions and Ministry briefings.
- Build and manage positive relations with Ministry clients and municipal officials, including regular communications, meetings, briefings, and day-to-day interaction.
- Collaborate with teams of internal and external consultants.
- Enhance and manage partnerships with municipalities and interface with Provincial agencies, crown corporations, intergovernmental partnerships, and the public.
What We Are Looking For
- Experience in urban planning, real estate development, urban revitalization or infrastructure project delivery.
- Knowledge and understanding of land use planning, master planning, land development, and precinct planning with experience in municipal development approval processes [similar to the Official Plan Amendment (OPA), Zoning By-law Amendment (ZBA), Site Plan Approval (SPA), etc.] and other permitting/authorities' processes [similar to the Toronto and Region Conservation Authority (TRCA), Metrolinx, etc.].
- Expertise in large-scale urban developments, multi-phased mixed-use projects, land use planning initiatives, and extensive experience in real-estate deal environments, transactions, feasibility assessments and project management.
- Knowledge of provincial planning and development legislation (e.g., Planning Act, Environmental Assessment Act, Ontario Heritage Act, PPS, etc.) and awareness of emerging changes to the legislative context in Ontario.
- Exposure to financial analysis, modeling, and feasibility analysis to support business case development and/or real estate development projects.
- Ability to work collaboratively as part of a larger multi-disciplinary, inter-departmental team, and in coordinating external advisory services.
- Project management experience of complex, multi-faceted development projects and demonstrated ability to manage, coordinate, and track diverse project-based teams (scope development, project budget, schedule, issues tracking, reporting, consultant oversight, etc.).
- Experience with public consultation and key partner engagement activities. Experience working and communicating with municipal authorities.
- Willingness to take initiative and work on your own.
- Ability to balance conflicting project demands to prioritize outcomes.
- Proficiency in Microsoft Office, with strong PowerPoint skills. MS Project experience is an asset.
- Experience in business development, real estate transaction structuring, real estate negotiations, development management, construction management, and public sector processes is considered an asset.
- If you currently hold, have held, or are working toward a professional planning designation it is considered an asset.

We offer a competitive salary range of
$82,800

124,100
