Halifax Regional Municipality is inviting applications for one (1) permanent, full-time position of Emergency Planning Administrator in Support Division, Halifax Regional Police.

As a member of the Halifax Regional Police Operational Planning unit reporting to the Support Services Superintendent, the Emergency Planning Administrator supports the organization's management of emergency planning with its numerous stakeholders through effective communication outreach and initiatives. The incumbent works closely with Halifax Regional Police and internal stakeholders in the design, delivery and oversight of emergency planning initiatives.

DUTIES AND RESPONSIBILITIES:

hfxALERT Mass Notification System Police Organization Administrator

Coordinates and administrates the day-to-day operation of the HRM hfxALERT Mass notification System for HRP including:

  • Supports HRP Operations and Administration with maintaining contact lists and ensures data integrity.
  • Develops and maintains training materials, ensuring they are current and accessible.
  • Provides training to HRP organization users.
  • Grants, maintains, and documents access to the hfxALERT HRP Org.
  • Liaises with Information, Communication and Technology (ICT) regarding service-related issues, upgrades, and functional issues.
  • Analyses operations of the MNS and implements processes to maximize its efficiency and effectiveness.
  • Attend hfxALERT user Group meetings on behalf of HRP.

ALERT READY Mass Notification HRP Administrator

Coordinates and administrates the day-to-day operation of HRP access to the NS ALERT READY Mass Notification System including:

  • Oversees certification and ongoing currency for HRP ALERT READY authorized Issuers.
  • Develops and maintains training materials, ensuring they are current and accessible.
  • Provides training to new HRP ALERT READY authorized Issuers.
  • Issues ALERT READY notifications on behalf of Chief of Police when directed.
  • Liaises with NS Emergency Management Organization for service-related issues, upgrades, and functional issues.
  • Analyses operations of the ALERT READY System and implements processes to maximize its efficiency and effectiveness.
  • Conducts after action review (AAR) of all HRP initiated ALERT READY Notifications.
  • Attends ALERT READY user Group Meetings on behalf of HRP.

HRP Emergency Plan Administrator

Develops, implements, and maintains Emergency Response and contingency Plans as part of an all-hazards HRP Emergency Plan (HRPEP) including:

  • Involved in the activation and operation of the Police Operations Centre
  • Provide advice and recommendations to Incident Commander/ Chief of Police on HRP response during natural and man-made disasters.
  • Can be requested to act as HRP Agency Representative to HRM EMO during HRM MCC activations for natural and man-made disasters
  • Attend HRM Emergency Management Steering Committee meetings on behalf of HRP.

HRP Amber Alert Administrator

Participates in the development of and maintenance of HRP's Amber Alert Plan including:

  • Oversee equipment and planning requirements to support an HRP initiated Amber Alert
  • Can be requested to attend DOJ Amber Alert Steering Committee Meetings on behalf of HRP.

HRP Business Continuity Plan Administrator

Expected to contribute to the development, implementation and maintenance of, HRP Business Continuity Plan (HRPBCP) as a component of the HRM Business Continuity Plan including:

  • Providing advice and recommendations to Information Management Division Commander/Chief of Police on HRP Business Continuity response
  • Acting as HRP representative to HRM EMO for HRP Business Continuity.
  • Oversee Business Impact Analysis periodically to maintain currency of HRP BCP.

HRP Radio Equipment Administrator

Assist with HRP policy for mobile and handheld radio communications equipment including:

  • Establishing a tracking and status database for all HRP radio communications equipment
  • Identifying radio equipment requirements to support HRP policing operations.
  • Assisting in the distribution of mobile and portable radio equipment to support HRP communications requirements.
  • Assisting capital acquisition projects for mobile and portable radio equipment.

May perform other related duties as assigned.

QUALIFICATIONS

Education and Experience:

  • Graduate/undergraduate Degree or Diploma in Emergency Management or Public Service
  • Must have ICS qualification.
  • A suitable combination of education and experience may be considered.

Technical / Job Specific Knowledge and Abilities:

  • AEM/CEM Certification from IAEM
  • ABCP/CBCP Certification from DRI Canada
  • ICS Canada Instructor Certification for ICS
  • Transport Canada Advanced RPAS Pilot Certification
  • Strategic thinking, innovation and superior interpersonal, organizational and communications skills
  • Superior writing, presentation skills
  • Ability to develop, manage and deliver adult learner training programs.
  • Able to work well in stressful situations.
  • Strong project/time management skills
  • Must possess excellent interpersonal and communication skills.

  • Ability to report to EOC and/or sites for support of emergency operations.
  • Ability to have access to a vehicle to respond to the EOC in all weather conditions.

SECURITY CLEARANCE REQUIREMENTS: Candidates being considered for the position of Traffic Support must successfully meet the security clearance requirements administered by Halifax Regional Police.

WORK STATUS: Permanent Full-time. This is an NSGEU 222 bargaining unit position.

HOURS OF WORK: Hours of work are Monday – Friday, 8:30 a.m. – 4:30 p.m. (35 hours per week), in an office environment. No on-call work is a required for this position but from time to time, incumbents may have to work overtime.

SALARY: Level 7, NSGEU Local 222, $37.22 hourly.

WORK LOCATION: 1975 Gottingen Street, Halifax, NS B2J 2H1. Work location can be changed according to operational requirements.
