Description

Reporting to the Business Relationship Management Lead within Information Technology Services (ITS), the Business Analyst II (PMO) provides senior-level business analysis support for project and initiative-based work across the organization. This role partners closely with Project Managers, technical teams, and client departments to identify business needs, analyze and document requirements, and support the delivery of effective, sustainable solutions. 

The Business Analyst II (PMO) plays a key role in enabling successful project outcomes by supporting planning, analysis, design, and implementation activities while ensuring alignment with organizational strategies, standards, and policies.
 

Key Responsibilities:

  • Lead business analysis activities for medium to large, complex projects and initiatives within the PMO
  • Elicit, analyze, document, and validate business, functional, and non-functional requirements using a variety of techniques (workshops, interviews, process mapping, etc.)
  • Develop and maintain business cases, requirements documentation, process flows, specifications, and related artifacts
  • Support project planning activities including scope definition, risk identification, dependency analysis, and change impact assessments
  • Partner with Project Managers and technical teams to support solution design, testing, implementation, and transition to operations
  • Facilitate stakeholder engagement and working sessions to support decision-making and consensus
  • Identify opportunities for process improvement and operational efficiencies
  • Ensure solutions align with ITS standards, security requirements, and organizational policies
  • Provide guidance, coaching, and knowledge sharing to other analysts and project team members
  • Support continuous improvement of PMO practices, tools, templates, and methodologies
     

Qualifications and Skills:

  • Diploma or degree in Computer Science, Business Administration, or a related discipline, with a minimum of five (5) years of directly related IT experience, primarily focused on business analysis
  • Extensive experience with business and technical requirements analysis, elicitation, business process modelling/mapping, and testing
  • Demonstrated ability to create clear, consistent requirements specifications in both technical and user-friendly language
  • Ability to define functional business requirements and processes for initiatives involving multiple stakeholders, complexities, and dependencies
  • Strong analytical and problem-solving skills, with the ability to assess business operations, identify issues, and recommend solutions
  • Excellent written and verbal communication skills, including the ability to produce professional-quality documentation and present formal and informal recommendations
  • Proven ability to build and maintain effective working relationships, collaborate with stakeholders, and communicate progress and risks
  • Experience working in a Microsoft-based environment
  • Business Analysis, Project Management, Change Management, or IT service management certifications (CBAP, CCBA, PMP, ITIL, Prosci) are considered assets
  • Proven experience supporting medium to largescale projects as a Business Analyst, including gathering, documenting, and managing business and functional requirements throughout the project lifecycle
  • Experience working as a Business Analyst within a Project Management Office (PMO), supporting projects governed by standardized methodologies, templates, and reporting requirements
  • Experience with SharePoint, Microsoft Dynamics or Microsoft Forms is considered an asset
  • Experience working with Azure DevOps or JIRA Service Management is considered as asset
