Under direction from the Senior Manager, the successful candidate will manage the procurement, effective management and life-cycle maintenance of complex CPG's contracts for professional services and serves as Subject Matter Expert (SME). Also ensure Vendors' compliance with standard CPG procurement and contract management processes for achieving value for money.


What will I be doing?
  • Manage the development of financial forecasts for complex contracts using relevant tools/dashboards, by collecting future requirements from CPG teams and develop business case to secure approval from funding from relevant forum (CEO/Board). 
  • Facilitate the development/improvement and implementation of CPG's contract management processes, systems, standards and operational procedures to ensure the successful outcomes and value for money objectives of the organization's large and complex capital infrastructure initiatives. 
  • Provide input into development of KPIs for monitoring of vendors' performance, monitor and measure vendors' performance through effective use of KPIs, develop/distribute status reports to identify areas of improvement in collaboration with project teams and work with vendors for implementation for the assigned portfolio. 
  • Facilitate and manage the resolution of all commercial/contractual issues with vendors (e.g. change orders, disputed costs in invoices, negotiation of staff rates, etc.) and advising senior management on strategies for amicable closure of commercial issues with vendors. 
  • Support other team members in set-up of contracts in relevant systems, provide guidance in resolution of systems integration issues to ensure timely payments to the vendor in compliance with contract terms. 
  • Implement internal quality audits for contracts to ensure that all approvals are documented in memos and systems for compliance with audit requirements. 
  • Produce progress reports for relevant contracts for management use (identify issues/opportunities, trends, solutions), distribute among relevant stakeholders and keep track of feedback.
  • Drive implementation of processes & tools to report financial forecasts for contracts to facilitate project teams for fiscal planning in collaboration with Finance team and communicating the information effectively to relevant project teams in a timely manner.
  • On behalf of the Senior Manager, lead the management and negotiation of contractual issues with vendors
  • Act as lead on behalf of CPG to work collaboratively with Procurement Services and the corporate legal team to seek advice and prepare complex contractual clauses that meet program and project objectives.
  • Work with the Capital Finance team to provide accurate forecasts for spend on professional services contracts. 
  • Work closely with leads/directors/VPs in project teams to get their input to measure vendor's performance for complex contracts (using specified KPIs) on regular intervals. 
  • Identify opportunities for innovation, risk mitigation and continuous improvement for contract management, administration and risk control.
  • Harmonize various existing processes and procedures to develop common and standardized contract administration processes, procedures and systems that are aligned with contract administration/management standards and best practices, 
  • Implement and facilitate development and implementation of qualitative and quantitative indicators to monitor service delivery standards for the Unit (e.g. client satisfaction, turnaround times for both implementation and problem resolution).
  • Track budget and spend trends for complex contracts and share forecasts with CPG teams at regular intervals. 
  • Provide guidance to other staff in Consultant Contracts team for improving contract management processes and practices. 
  • Act as Subject Matter Expert (SME) within the team and provide advise to junior team members for resolution of complex commercial/contractual issues with vendors.

What Skills and Qualifications Do I Need?
  • Completion of a degree in, Engineering, Contract/Construction Law, Business or a related discipline - or a combination of education, training and experience deemed equivalent.   
  • Demonstrated experience in procurement of contracts and managing the administration of large contractual agreements, ideally for an owner/public sector agency involving large-scale infrastructure/transit projects.
  • Expert knowledge of procurements, contracts management and contract administration in a large multi project complex construction and infrastructure environment.
  • Skilled in the development and communication of internal contract administration/management policies, procedures and best practices, preferably in the transit and/or infrastructure industries. 
  • Experience in building and updating cost distribution and financial forecast models for complex contracts. 
  • Proficient experience in using contract administration systems, such as Oracle Unifier and Oracle EBS.
  • Management and leadership skills to lead projects/contracts independently and mentor departmental staff.
  • Influencing skills to convince vendors, senior management, colleagues and clients of the need to adhere to contract administration control processes. 
  • Negotiation and oral/written/presentation skills to represent findings to senior management team while dealing with all contractual issues and negotiations with vendors.
