Trans Mountain Corporation operates Canada's only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

As a Contract Specialist with Trans Mountain, you'll have the opportunity to work with a progressive and fast-paced group of supply chain management professionals.
Reporting to the Manager, Supply Chain, the Contract Specialist will provide contracting and procurement expertise when purchasing material and contracting for services for operations and maintenance, corporate, sustaining capital and major projects. The position ensures that Trans Mountain realizes the best overall value for the Company, administers contracts and manages Procurement transaction.
Key Responsibilities
- Accountable for the planning for, approval of, and execution of sourcing and contracting strategies for assigned Business Areas
- Accountable for negotiating the rates, fee structures, and terms and conditions for contracts and purchase orders for services, materials, and/or equipment.
- Prepare/issue RFPs or Request for Quotations (RFQs), evaluate bidder proposals and perform the quote comparison process.
- Sourcing qualified suppliers and contractors, soliciting proposals, commercial evaluation of proposals, reviewing proposals with contractors and suppliers, providing commercial recommendations for award, awarding of contract and purchase orders, resolution of related problems and determining contracting strategy.
- Issuing contracts, work directives and purchase orders in a timely manner to ensure the company is protected and work can proceed to maintain operating schedules.
- Responsible for management of contracts throughout the lifecycle of contracts, including renewals, amendments, supplier performance reviews, and contract close-outs.
- Work with hiring manager to evaluate contractor competence pertaining to the capability, performance, safety, schedule and costs.
- Work directly with suppliers, contractors, and vendors to ensure that Trans Mountain is receiving the best overall value for services and quality materials.
- Provide guidance and support to internal customers to ensure compliance with procurement policy and procedures, and to respond to their enquiries and requirements.
- Act as ongoing interface between Operations, Project Managers, Legal and Vendors to address internal and external procurement issues.
- Maintain contract and procurement records within our systems to ensure we are compliant with departmental procedures and corporate policies.
- Responsible for market and/or supplier analysis to identify cost-savings and/or innovation opportunities.
Qualifications and Professional Experience
- An undergraduate degree with focus on Supply Chain Management.
- 6+ years of industry (Oil & Gas; Pipeline) experience in contract management.
- Completion or enrollment in courses for Supply Chain Management Professional (SCMP) Designation is preferred
- Fluent in Microsoft Applications with advanced proficiency in Excel and PowerPoint.
- Strong verbal and written communication skills required.
- Must be able to prioritize and manage workload independently.
- Strong attention to detail, able to meet deadlines and adjust to changing priorities.
- Experience working with a multi-disciplinary team of project professionals, maintain high regard for personal safety, for the safety of company assets and employees, and the general public.
- Exceptional organizational skills with the ability to coordinate and progress a high volume of tasks.
