The Inspections Unit is responsible for engineering inspection programs for various development-related and municipal construction projects to ensure contractor compliance with relevant legislation, regulations and City by-laws, specifications, standards and guidelines. Inspection programs include: inspection of lot grading and drainage, slope stability, roads, sidewalks, street lighting and other construction related to development applications (e.g. subdivision plans, condominium plans, site plans, small infills, etc.); inspection and commissioning of all new municipal infrastructure, including sewers, watermains, roads, bridges and culverts; and inspection of the asphalt overlay program and road cut reinstatements through the warranty period.
You are responsible for the inspection and the enforcement of multiple (hundreds) road cut permits, municipal consent projects, infill developments, asphalt resurfacing agreements, various site plan development projects and service requests from the public. Acting as a Provincial Offences Officer, you monitor and enforce the provisions of all relevant municipal by-laws related to construction within the City's Right of Way, while coordinating the work of various parties to ensure compliance.
EDUCATION AND EXPERIENCECompletion of a two (2) year Civil Engineering Technician or directly related diploma program
Minimum of 5 years of relevant construction inspection experience in the field of heavy construction, building, municipal, structural or development projects, including demonstrated leadership and communication abilities
Successful completion of Ontario Good Roads and MTO courses related to materials and construction is considered an asset
CERTIFICATIONS / LICENSES:
Certified Engineering Technologist (CET) or Certified Technician (C.Tech.)
Ontario Association Certified Engineering Technician/Technologist is desirable
Valid Ontario unrestricted G class driver's licence (or provincial equivalent) with no more than 6 demerit points accumulated Certified Engineering Technologist (CET) or Certified Technician (C.Tech.) with OACETT is desirable KNOWLEDGE
- Basic principles of sewer, water, roadway, transportation structures construction practices, procedures, testing and quality assurance techniques, and surveying
- Ontario Provincial Standards and Specifications (OPSS), Ministry of Environment (MOE) and other related agency regulations
- Occupational Health and Safety Act and Regulations for Construction Projects for Ontario (Emergency First Aid, W.H.M.I.S, Confined Space, and Fall Arrest)
- Comprehensive knowledge of the municipal by-laws that apply to the public rights-of-way and related provincial legislation and regulations. Municipal By-laws include the Road Activity By-law, Sewer, Water, Private Approach by-law, Use and Care of Roads by-law, Site Alteration by-law
- By-law inspection and enforcement techniques including the issuing of set fines
- Comprehensive knowledge of the various Ontario Traffic Manuals and accessibility traffic objectives
- Knowledge of the municipal organizational structure
- Knowledge of applicable health and safety legislation, including the rights and duties of workers
- Ability to read and interpret municipal engineering drawings and to translate this understanding to monitor materials, quantities, and construction activities; performing arithmetic calculations and working with basic survey equipment
- Ability to communicate effectively with stakeholders including the public
- Safety conscious in a construction related environment
- Ability to utilize computer applications in a mobile office technology environment related to work, including the utilization of e-mail, word processing, databases, spreadsheets and internet access
- The ability to prepare clear and detailed reports related to field activities and situations
- Ability to work in a physically demanding construction environment including the use of ladders, exposure to confined spaces, moving equipment weighing up to 40 kgs, working within all weather conditions
- Ability to work hours suiting contractor's schedule or particular project requirements with occasional requirement for nights and weekend work
- Prioritization and organizational skills based on risk mitigation
- Ability to develop and maintain effective interpersonal relationships with colleagues, management, the public, councillor's assistants, engineers, project managers and consultants
- Ability to use effective conflict resolution and de-escalation skills to deal with contentious issues and situations often of an emergency nature
- Ability to work with minimal supervision and appropriately represent Planning, Real Estate and Economic Development in an assigned geographic area
WHAT YOU NEED TO KNOW
- Language Requirement: English oral, reading, writing
- Driver's License Requirement: A valid Ontario unrestricted G class driver's license (or provincial equivalent) with no more than 6 demerit points accumulated
- You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
- Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
