Job Title: Manager, Social Development
Salary: $84, $102, $121,130.00
Contract: Fulltime, Permanent
Hours: Mon – Thurs (36 hrs)
Location: Ladysmith, BC
About The Role
Reporting to the Director of Administration, the Social Development Manager is responsible for the overall leadership, management, and effective delivery of Social Development programs for Stz'uminus First Nation (SFN). This role oversees income assistance, employment services, social work services, and family advocacy programs that support individuals and families within the community.
The position holds significant responsibility for program development, people management, financial stewardship, community engagement, and regulatory compliance, and plays a key role in advancing the well-being, self-sufficiency, and social stability of SFN members through culturally grounded and community-informed services.
Duties & Responsibilities
Program Leadership & Service Delivery
- Provide leadership and strategic direction in the planning, development, implementation, administration, and delivery of Social Development programs, including Income Assistance, Employment Services, Social Work Services, and Family Advocacy.
- Establish program goals, objectives, and work plans aligned with organizational priorities and community needs; develop strategies to achieve outcomes and address identified barriers.
- Oversee employment services and supervise the Employment Specialist to support the development and delivery of employment assistance initiatives that address systemic barriers and promote workforce participation.
- Integrate employment services with social assistance programs to support coordinated service delivery and client self-sufficiency.
- Oversee the Family Advocacy Department, including the supervisor and family advocates, ensuring effective advocacy, support, and representation for SFN families involved with child welfare systems.
- Provide leadership to advance prevention-focused and family-strengthening initiatives that support parenting capacity, address underlying social challenges, and promote keeping children safely within the community.
- Monitor and evaluate program effectiveness, service accessibility, and client outcomes; implement improvements as required to ensure programs are responsive, client-centered, and culturally appropriate.
- Identify emerging social issues and recommend strategies to leadership to address community social challenges.
Community Engagement
- Work closely with community members to understand their needs and ensure that services are responsive and accessible.
- Assist with community membership duties, coordinating with relevant departments to ensure comprehensive support for all members.
- Promote and facilitate community involvement in social services programs, ensuring that members are informed and engaged in available resources.
People management
- Define job duties and responsibilities for all positions within the department, ensuring clarity and alignment with organizational goals.
- Participate in workforce planning activities to assess team needs, anticipate future requirements, and identify gaps. Assist in recruiting, hiring, and onboarding new employees into department, ensuring a smooth transition to the team.
- Set clear performance expectations and objectives for team members. Conduct regular performance evaluations, provide constructive feedback, document people actions, and develop performance improvement plans as needed. Address performance issues proactively and in a fair, and consistent manner.
- Manage and resolve conflicts or grievances within the team in a constructive and timely manner. Foster a respectful workplace by promoting open communication and addressing issues related to employee conduct, behavior, or morale.
Financial management
- Partner with proposal writer to seek out funding opportunities through various federal, provincial, and other agencies that support SFN Social Development Initiatives.
- Develop, manage, and oversee the departmental budget, ensuring that financial resources are allocated effectively to meet the needs of the community.
- Monitor and manage financial aid programs, ensuring that assistance is distributed equitably and in accordance with community needs and program guidelines.
- Prepare and present regular financial reports to senior management, outlining departmental expenditures, program effectiveness, and financial projections.
Compliance and reporting
- Ensure departmental compliance with all relevant legislation, regulations, and policies.
- Maintain accurate records and documentation related to program activities, financial transactions, and staff performance.
- Provide regular reports to director of administration on departmental activities, program outcomes, and compliance issues.
- Perform other duties as assigned.
Qualifications
- Bachelor's degree in social work, Community Development, Public Administration, or a related field.
- Minimum 5 years of directly related experience delivering social development programming with 2 years at a management level.
- Demonstrated people intelligence with the ability to build trust, navigate complex interpersonal dynamics, and lead diverse teams with empathy, cultural awareness, and sound judgment, while applying strong analytical and problem-solving skills to address complex social and operational challenges.
- Experience developing and managing a variety of Social Development programs.
- Previous experience working with Indigenous communities or organizations is highly desirable.

The Salary Range is the minimum and maximum annual salary based on full-time equivalent hours. Incumbents are typically hired, transferred or promoted between the minimum and midpoint of the range based on their knowledge, skills, abilities and experience in relation to the role requirements.
The top 10% of the pay range is for the incumbents who are industry experts in the job with the combination of exceptional experience and competencies needed to perform all duties and responsibilities at a superior capability level.
