This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of 426 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.

Position Overview

This position is responsible for leading the Traffic Operations group including overseeing staff and the delivery of traffic operations and roadway safety programs and services. These include traffic data collection and management, pavement markings maintenance, guiderail repair, traffic calming reviews, maintenance of the city's consolidated Traffic Bylaw, implementation of traffic control measures, and the implementation of roadway safety-related programs and activities. This position will also lead and support the development and implementation of a Vision Zero road safety program and action plan in accordance with the vision and goals of Burlington's Integrated Mobility Plan. As the subject matter expert, this position will provide technical advice, guidance and recommendations in staff reports to Council, correspondence with residents, participation on project teams and in the review of road design drawings, construction plans and development proposals from a traffic operations and roadway safety perspective.

Responsibilities

You will be responsible for:

  • Leadership and Oversight

  • Provides day to day supervision of the staff including recruiting, training, performance management, coaching, and development

  • Oversees the effective delivery of projects, programs and services provided by the traffic operations group including budgeting, data collection, traffic studies, pavement marking management, permits, guiderail repair contracts, traffic calming implementation and other road safety and traffic operations activities
  • Ensure adherence to legal requirements and conformance with traffic engineering practices

  • Roadway safety projects, programs and policies

  • Lead the full project/program management lifecycle from inception to completion for roadway safety and traffic operations projects, programs, and policies, including the development of the City's first Vision Zero Action Plan (and related outputs), safety audits, neighbourhood traffic management plans, traffic calming initiatives, and pilot projects. Collaborate with City staff, Halton Police, community partners, and external stakeholders to ensure alignment with best practices and enhance roadway safety.

  • Analysis and reporting

  • Lead roadway and intersection safety analyses programs. Provide expert collision and road safety analysis to support capital projects, development applications, design standards, and master plans, while reviewing fatal collisions, preparing technical correspondence, and assisting with legal inquiries.

  • Utilize best practices, technology, and performance metrics to evaluate and communicate the effectiveness of the City's road safety programs and initiatives.
  • Education and outreach programs

  • Develop and implement modern road safety education programs and campaigns in collaboration with City staff, Halton Police, and community partners, incorporating feedback from stakeholders to continuously improve initiatives and engagement efforts.

Requirements

You have a diploma/degree in Transportation Engineering Technology or equivalent. Certification, or eligibility for certification, with OACETT (C.E.T.) and as a Road Safety Professional (RSP) with the Institute of Transportation Engineers is an asset. This is complimented by four (4) to seven (7) years working in the traffic field and with specialized knowledge of roadway safety, preferable in a municipal environment of relevant experience. Experience managing roadway safety related projects, and leading consulting assignments is required. Strong leadership and interpersonal skills are required to manage staff and in dealing with public stakeholders on sensitive matters. Demonstrated experience supervising union and non-union staff is required.

To be successful in this role, you have proven project management and supervisory skills and feel comfortable with technology systems. Your ability to communicate effectively allows you to interact well with others and provide excellent customer service. You are well-organized and excel at problem-solving.

You will be required to attend sites that may include heavy traffic, particularly when urgent/unplanned response is required. Weather and site conditions can be a hinderance. Personal protective equipment (PPE) will be provided and is always required when working in the field.

A valid Class G driver's license is required with an acceptable driver's abstract with no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire, and/or no administrative driver license (ADLS) suspensions.. You may have access to a City-owned vehicle but may need to provide own transportation from time to time.
