As Manulife increases reliance on third-parties for products and services, the more exposed the company is to greater risk relating to the delivery, disruption, and risks of the products and services they provide.  It is crucial for us to understand the risk factors we have with third-parties and identify any systemic weaknesses with our internal third-party management controls.

The Director, Third Party Risk is a key contributing member of the global Operational Risk & Resilience Oversight (ORRM) 2nd line of defense team and will be responsible to:

  • Define and maintain the Manulife's third-party Risk Framework, standard and controls.
  • Provide Oversight and Challenge in evaluating risks related to information security, business continuity/disaster recovery, regulatory and technology introduced by third-Parties to the Manulife environment and help to ensure we have adequate enterprise controls to mitigate them.
  • Design processes to support third-Party Risk identification and management
  • Build tools in support of the third-Party Risk identification and management
  • Conducting research on industry related trends, events and best practices

Accountabilities:

The Director, Third Party Risk will report to the AVP, Operational Resilience and be responsible for assisting in the delivery of a comprehensive Third-Party Risk Management program across Manulife. The Director role will be part of the 2nd Line of Defence and actively contribute to and participate in the oversight and challenge of the global Third Party program.

The Director will work with many teams in the business including Procurement, Vendor Governance, Legal, Compliance, Information Risk 2nd line, and Segment teams to provide oversight and challenge on the identification and evaluation of the third-party information risks across the enterprise.

Responsibilities:

  • Under the direction of the AVP, the Director will help to develop and maintain the global third-Party Risk Management Framework, standard, controls, and related risk assessment, oversight and assurance processes.
  • Participate in and provide oversight and effective challenge to the outputs of the first line of defence related to the Third Party Program, including Exit Plans, Onboarding and Risk Assessment activities
  • Build clear guidance, provide expert consultation, develop and deliver training and deliver high quality insight.
  • Support the standardization and automation strategy by designing and/or researching best practices related to the third-Party assessment processes and tools.
  • Participate in the implementation and maintenance of the Third-Party risk and control register.
  • Advise in the investigation of material loss events (and related incidents) caused by Third-Parties to assess for potential systemic weaknesses and to ensure appropriate corrective action is taken.
  • Consolidate and report on Key Risk Indicators and supporting metrics to support risk reporting at the enterprise and divisional levels.
  • As a change agent, help lead the behavioral and cultural embedding of Third Party Risk Management and the Framework and Standard across Manulife.
  • Participate in building an integrated view of third-Party risk exposures across the enterprise by collaborating with procurement and Sourcing, GIRM COE Leads, Global and Divisional Information Services teams, Global Privacy and Compliance, Operational Risk Management and Audit Services
  • Support the development of materials and presentations

Job Requirements (Experience/Knowledge/Skills):

  • University Degree (Technology, Business, Risk Management, Auditing or related discipline)
  • 3-7 years progressive experience in third-Party Management
  • Hands-on experience in developing third-Party risk management policies, standards and controls
  • Direct experience with the implementation, execution and/or maintenance of a third-Party Risk Management program in a large and complex multinational financial institution
  • Performed third-Party risk and control assessments, and performance assessments
  • Previous oversight and effective challenge (2nd line of defense) experience is preferred
  • Track record in process improvement and process design
  • Demonstrated leadership experience and ability to work independently
  • Excellent communication skills (oral and written) including presentation skills and demonstrated ability to present at all organizational levels
  • Innovative problem-solving skills with the proven ability to exercise flexibility and judgment in assessing business issues and risks in a dynamic environment
  • Strong interpersonal skills, including demonstrated ability in applying sensitivity and professionalism when communicating across geographical and cultural boundaries
  • Strong influence and negotiation skills; ability to achieve consensus in a decentralized/federated environment

Salary range is expected to be between

$94,200.00 CAD - $169,560.00 CAD
