JOB SUMMARY

Kwilmu'kw Maw-klusuaqn Negotiation Office (KMK) supports the Assembly of Nova Scotia Mi'kmaw Chiefs (Assembly) in negotiation and consultation processes and engages Nova Scotia Mi'kmaw communities on the best ways to implement our collective Aboriginal and Treaty Rights. KMK is seeking a Policy Analyst to assist with this important work.

Reporting to the Governance Manager, the Policy Analyst will participate in research, strategic planning, and policy development in accordance with the goals of the Assembly. This role involves community engagement and the development of good governance principles, practices, and procedures. The position will also contribute to expanding the Wula Na Kinu beneficiaries' program.

DUTIES AND RESPONSIBILTIES

· Engage with community members, organizations, and the Assembly to identify opportunities for expanding rights implementation.

· Provide research and policy advice on Mi'kmaw identity, citizenship, and beneficiaries.

· Conduct research, evaluation, analysis, and policy development; provide recommendations to the KMK Governance Team.

· Assist in planning and developing regulations, policies, and processes in collaboration with other departments.

· Research best practices in other governments and analyze existing Mi'kmaq laws, regulations, policies, and processes.

· Prepare reports, briefing materials, and speaking notes for KMK staff, ANSMC, and external agencies/government.

· Monitor developments related to Indigenous self-governance with legal or policy dimensions.

QUALIFICATIONS

· Post-secondary degree in Public Administration, Political Science, Indigenous Studies, Law, Social Sciences, Policy Studies, Governance, or a related discipline; master's level considered a strong asset.

· Knowledge of First Nation/Indigenous government structures, systems, and agreements, including land claims.

· Experience in governance, policy and legislation development, and implementation of agreements.

· Knowledge of municipal, territorial, and federal government structures and processes, preferably with respect to First Nations self-government.

· Experience providing recommendations and strategic advice to decision-makers.

· Experience developing complex projects and facilitating implementation.

· Proven ability to establish successful partnerships through collaboration and cooperation.

· Excellent interpersonal, communication, advocacy, problem recognition, resolution, and analytical skills.

· Ability to prepare and deliver high-quality project documentation and presentations.

· Prior experience working with Mi'kmaw and/or Indigenous communities and organizations is preferred; ability to speak Mi'kmaw is a strong asset.

CONDITIONS OF EMPLOYMENT

· Must hold and maintain a valid NS driver's license. Some travel throughout Nova Scotia will be required.

· Potential for occasional work on weekends or evenings.

· Must demonstrate respect for Mi'kmaw customs, values, and community protocols.
